LOUISVILLE, Ky. — A regular

federal budget by 1981 was still
operative, said he would advise
postponing that long-held goal if
necessary in the interest of dealing
with the energy situation. Message:
It is going to cost a lot of money.
—Both Mondale and McIntyre
spoke of energy as a possible soiirce
offoreign policy blackmail. Mondale
spoke of “the unscrupulous cartel”
and “foreign powers who hold our
economy hostage. ” Message: the na
tional security will be invoked.
—Mondale, speaking of an all-out
technological effort to achieve inde
pendence from OPEC, said Ameri
cans demand creation of “an Apollo
project to create alternative fuel.”
Message: The White House may try
to overtake Congress, which already
is working on big plans to develop
substitutes for oil.

ence. Gov. Ella Grasso of Connec
ticut, incoming chairman of the
Democratic governors, sponsored a
resolution endorsing Carter for
reelection. It got the votes of 20
governors and one proxy.

The spacecraft was to fly by Jupi
ter at a distance of 404,100 miles be
fore being hurled onward toward
Saturn a half billion miles farther
out in space.
The spacecraft made photos of the
ring around Jupiter while approach
ing the planet and was to make more
pictures as it sailed away. The ring
was discovered by Voyager 1 in
March.
Scientists said the ring is believed
to be thin and more like the rings of
Uranus than those of Saturn.
After the close encounter, Voy
ager will continue its scientific in
vestigations of Jupiter and its four
Galilean moons, particularly con
centrating on a series of photos of
the volcanoes of lo, the bright,
orange moon that is closest of the
four to Jupiter.
Scientists said at least six active
volcanoes were venting sodium,
oxygen and sulfur into the space
around Jupiter. The moon travels in
a path called a torus, made of fast-
moving sulfur and oxygen and sulfur
dioxide particles.
The satellite also may have a
“tenuous atmosphere” of sulfur
dioxide as a result of the gases emit
ted by the volcanoes, Dr. Edward
Stone, project scientist, said.
