College 823-805f United Press International CORPUS CHRISTI — A jury that deliberated two hours Wed nesday convicted Elmer Wayne Henley Jr. a second time on murder charges in a Houston homosexual torture ring that killed 27 in the early 1970s. The eight men and four women used twice as much time as a San Antonio jury did in 1974 to find that Henley was guilty of six of the slay ings, then began considering what punishment to assess. Harris County District Attorney Carol Vance and defense attorney Will Gray, neither of whom was surprised by the conviction, agreed before the trial that prison sen tences assessed in the six killings should run concurrently, meaning that Henley could only be given a maximum sentence of 99 years. The jurors, who requested all local news clippings of the seven , days of testimony for a scrap book they are putting together, received the case shortly before noon and asked that sandwiches be brought to the jury room as they began delib erations. George P. Mitchell, chairman of Mitchell Energy & Development Corp., told his stockholders the government could guarantee new production by imposing a 100 per cent tax on all new profits resulting from decontrol but not re-invested in exploration and other forms of energy development. Profits from decontrols, he said, could buy time for bringing on coal and other fuels by financing an all- out oil and gas drilling program. “It makes a great deal more sense for the government simply to tax away all of the decontrol funds not channeled back into energy de velopment by the oil industry than to indiscriminately take most of the money with a jerry-built, politically dictated tax law,” he said.
