Idi Amin
arrives
in Iraq

KAMPALA, Uganda — Deposed
Ugandan President Idi Amin has ar
rived in the radical Arab nation of
Iraq in an apparently futile bid to get
help for his ousted government,
high-ranking diplomatic sources said
Monday.
The sources said Amin, who saw
Tanzanian troops and Ugandan
exiles topple his eight-year dictator
ship in four months of fighting, ar
rived Saturday in Iraq from Libya.
Amin was reported to have ap
proached the Baghdad regime for
military support and weapons to con
tinue the war against Uganda’s new
provisional government headed by
Yusufu Lule.
The Iraqi response was not
known, the sources said, but the cap
ture Sunday of Jinja — Uganda’s sec
ond largest city — by Tanzanian
troops appeared to destroy any hope
Amin may have of staging a military
comeback.
Amin flew his family to Iraq two
; months ago when the Tanzanians
first threatened the capital of Kam
pala. The sources said Amin himself
fled Uganda aboard a Libyan airliner
earlier this month as the Tanzanians
closed on his capital city from three
sides.
A new era in relations between the
United States and Uganda opened
Monday when a five-member dele
gation headed by career diplomat
John Blane arrived in the capital —
the first American officials in the
country since 1973.
The Tanzanians were reported 10
miles east of Jinja Monday in a drive
to reopen Uganda’s strategic high
way to the Kenyan border. The road
is Uganda’s prime route for import
ing fuel and essential commodities.
During the weekend, Tanzanian
troops marched into Jinja, Uganda’s
second largest city and were greeted
by grateful citizens shouting, “God
bless you! We are saved!”

California actor y asked to split expenses
Lawyer in Marvin case wants $560,000

LOS ANGELES — Lawyer Mar
vin Mitchelson said Monday he in
tended to file a motion with the court
in the Lee Marvin trial to seek re
covery from the state and the actor of
$560,000 in legal expenses for han
dling Michelle Marvin’s suit since
1972.
Superior Court Judge Arthur K.
Marshall Wednesday awarded Miss
Marvin $104,000 from Marvin as an
“equity” finding in helping her to
rehabilitate herself. He ruled, how
ever, that she had not proved a
breach of contract.
Mitchelson said that he would ask
$500,000 in expenses for himself and
17 other attorneys who have con
tributed to Miss Marvin’s suit over
the years.
He said he also would ask about
$60,000 for his own personal ex
penses such as flying in witnesses
from the Pacific for the trial.
Mitchelson said his motion would
ask that the state of California bear

IRS execs
are aiding
tax frauds
United Press International
WASHINGTON — The federal
government is bilked of millions and
possibly billions of dollars each year
by false tax returns, and some of the
people involved in the schemes are
former employees of the tax
collecting Internal Revenue Service.
Congressional sources say the tax
refund schemes usually total
$100,000 to $500,000, involving up
to several dozen individuals.
Some former IRS employees have
been used for their inside knowledge
to help deceive the agency. Bank
employees have been used to cash
fradulent refund checks quickly.
One problem in stopping the re
fund fraud, the sources said, is a de
centralized structure of the IRS. And
the political pressure for quick tax
refunds increases the risk of fraud.
The problem was to be examined
today during hearings by the House
Government Operations subcom
mittee on commerce, consumer and
monetary affairs.
Committee Chairman Benjamin
Rosenthal, D-N.Y., said recently the
IRS has failed to implement its fraud
detection program effectively and
that this has “resulted in a huge loss
to the U. S. Treasury of at least one-
half billion dollars and very probably
billions of dollars per year.”
