Page 6 THE BATTALION TUESDAY, MARCH 27, 1979 Street lights don’t always lower crime United Press International WASHINGTON — Brightly lighted city streets lessen the fear of crime — but there is no “statistically significant evi dence” it actually reduces crime. A study by James Tien of Re nsselaer Polytechnic Institute, financed by the Law Enforce ment Assistance Administration, said crime stayed at the same level or increased in certain well-illuminated areas. “Evidence is now unclear on whether better lighting reduces or merely displaces crime — sending a would-be burglar, car thief, or purse snatcher to a more poorly lighted area,” it said. But it added that “while there is no statistically significant evi dence that street lighting im pacts the level of crime ... there is a strong indication that in creased lighting ... decreases the fear of crime. ” The report found robbery in street lighting projects decreased in Kansas City, Mo., and Wash ington, D.C.; stayed the same in Harrisburg, Pa., and Portland, Ore., and increased in Balti- The nineteen sixties were a time of ideological turmoil, social dislocation and experimentation. And the solution to the problem lies in economic, not police action, he said. More than six million un documented workers (illegal aliens) are in the United States, and more than one million enter the country annually, Abelardo Lopez Valdez told the Committee on Awareness of the Mexican American Culture. “This problem will get worse be cause the population is expected to double within the next 25 years,” said Valdez, the highest ranking Mexican-American in the State De partment. One-half of today’s population of Latin America is surviving on less than $250 per person per year. Valdez said illegal aliens come to the United States to escape poverty and to look for economic freedom. “The only way to solve the prob lem of the undocumented worker is not through fences or beefing up the immigration police because it’s not a police problem. “It’s a poverty problem and an economic problem. And it’s a prob lem no one country will be able to solve alone,” Valdez said. “The Hispanic-American com munity can serve as a dual interpre ter to the United States.
