Voters decide adoption of CSA April 7

would be an autonomous body
whose decisions could not be over
ruled by the city council.
The council feels that a commis
sion of this type could not be sensi
tive to employees because it would
not be familiar with their problems.
“I think we should not unload re
sponsibility because that’s what we
have been elected to do,” Mayor
Smith said, “Also, the commission
wouldn’t have an a working knowl
edge of activities within the city and
couldn’t be as sensitive.”
The Committee for Public Safety
countered with a section from the
Civil Service statue that requires
the commission to “to inspect all in
stitutions, departments, offices,
places, positions and employments
affected by the act at least once
every year.”
Wentrcek said this section alone
would make the commission much
more sensitive and familiar with
problems of city employees than the
city council seems to be at present.
The Civil Service Act would allow
employees to collect up to 15 days of
sick leave a year with pay. The ac
cumulation of sick leave would be
unlimited and employees leaving
the department would receive a
lump sum payment for up to 90 days
of accumulated sick leave.
The present city policy allows
employees with less than 15 years of
service to collect up to 10 working
days of paid sick leave or 15 days of
paid sick leave with 15 years of serv
ice. The days may be accumulated
up to 120 days and payment of the
collected sick leave is not authorized
for any type of employee termina
tion.
The council feels that employees
would use the sick leave policy un
fairly and stated in their resolution
that it “can be a detriment to the
city in that it encourages people to
leave thereby increasing problems
of retention of experienced em
ployees.”
Evans said he had not contacted
any other cities that have adopted
the act to determine how the city
budget would be affected by paying
accumulated sick leave.
The Committee for Public Safety
said an employee could not under
the act collect the full benefits of the
90 day sick pay unless he worked
with the department for six years at
a rate of 15 accumulated days per
year.
The committee concluded that it
would be unfeasible for an em
ployee to quit just to collect his sick
pay when it would take him six years
to gain the maximum amount.
Finally, the city council person
nel policies apply to all city em
ployees, the passage of the Police
and Firemen’s Civil Service Act, the
council feels, would cause unequal
treatment for the other city em
ployees not covered by the Act.
The Civil Service Act was added
to the April 7 ballot after a petition
was submitted to the council Jan. 22
with enough names for the issue to
be added to the ballot.

To be eligible to order the Texas A&M Senior Ring, an undergraduate student must have at least
ninety-two (92) semester hours, with 30 hours at A&M and be in good standing with the university. To
S!S order at mid-semester using mid-semester grades to fulfill the above requirements, please note the

1. Mid-semester orders will be taken only from March 20th until April 27, 1979.
££ 2. Leave your name, major and I.D. number with the ring clerk, Heaton Building, prior to March 20th if
possible, or at least one week in advance of ordering. This may not be done by phone. Sji
3. Bring mid-semester grade reports along when ready to order to verify passing hours for the spring
semester only. S
^ 4. Anyone having failed to leave their name in advance and fail to bring their mid-semester grade
report along when ready to order will be asked to return later to allow time for records to be jfl
