Fight brews on staggered primary

AUSTIN — A bill scheduling a
March 11, 1980, presidential pri
mary has won Senate committee
approval, but lawmakers disagree
over whether there is sufficient
support to push the measure to the
Senate floor.
Despite vociferous complaints
from the heads of the Democratic
and Republican parties, party regu
lars and Mexican-American
spokesmen — including one who
said separating presidential voting
from the primary elections would
confuse minority voters — the bill
won 7-6 approval Monday from the
Senate State Atiairs Committee.
The legislation also calls for post
poning party primaries for choosing
candidates for state and local offices
from May until June. However,
Sen. Jack Ogg, D-Houston, indi
cated he would drop that provision
to win additional votes for the early
presidential primary, if necessary.
“We re very close to having the
votes to run with it on the Senate
floor,” Ogg said of one of the most
controversial bills before the 1979
Legislature.
But Sen. Ron Glower,
D-Garland, disagreed, saying oppo
nents have more than enough votes
to block the bill and may be able to
kill the measure.
The bill — favored by Lt. Gov.
Bill Hobby and House Speaker Bill
Clayton — would allow conservative
Democrats to vote in the Republi
can presidential primary and later
participate in Democratic Party bal
loting for nominees to state and local
offices.
Glower’s bill to conduct presiden
tial primaries in conjunction with
regular party elections in May 1980,
thus preventing such cross-over vot
ing, was tabled along with legisla
tion by Sen. Walter Mengden,
R-Houston, to hold a March presi
dential primary, and a May primary
for other offices.
Rep. Ben T. Reyes, D-Houston,
complained, saying a separate pres
idential primary would reduce the
impact of voting by blacks and His-
panics and eventually run afoul of
the U.S. Justice Department.
Reyes also protested provisions of
Ogg’s bill setting primary elections
on Tuesdays instead of Saturdays —
when party elections currently are
conducted.
Ogg said he is considering chang
ing his bill to move the primaries to
Saturday in an effort to attract more
votes.
Under the Senate’s customary
procedure, at least two-thirds of the
senators present must agree to de
bate a bill before it can be consid
ered on the floor and Glower said 13
of his 30 Senate colleagues have
signed a letter opposing Ogg’s bill.
“More than that have said they
are against it, they just didn’t want
to go on record,” Glower said.

FOR STUDENTS COMPLETING 92 HOURS AT THE END
OF THE SPRING ’79 SEMESTER
To be eligible to order the Texas A&M Senior Ring, an undergraduate student must have at least
ninety-two (92) semester hours, with 30 hours at A&M and be in good standing with the university. To
order at mid-semester using mid-semester grades to fulfill the above requirements, please note the
following instructions:
1. Mid-semester orders will be taken only from March 20th until April 27, 1979.
2. Leave your name, major and I.D. number with the ring clerk, Heaton Building, prior to March 20th if
possible, or at least one week in advance of ordering. This may not be done by phone.
3. Bring mid-semester grade reports along when ready to order to verify passing hours for the spring
semester only.
4. Anyone having failed to leave their name in advance and fail to bring their mid-semester grade
report along when ready to order will be asked to return later to allow time for records to be
checked.
5. All rings must be paid for in full when the order is placed. Senior ring loans are available through
Student Financial Aid in the YMCA building.
6. Students who do not place their order during this period may order after final grades are posted.
There will be only a 1-2 week difference in delivery time for those students ordering after final
grades are posted during May. (Whenever 92 hours have been completed and are on record,
there is never a dead-line, except a monthly mailing date on which we send orders to the factory.)
7. The ring clerk is on duty from 8 a.m. to 5 p.m. each day, Monday through Friday. However in order
for other duties to be carried out, no orders will be taken between 11:30 a.m. - 1:00 p.m. or
between 4:00 - 5:00 p.m.
8. All rings ordered, regardless of whether on March 20th or April 27th, will be delivered on the same
day which will be approximately July 18, 1979.
