Retired Lt. Gen. Arthur Collins, who was the No. 2 U.S. Army com mander in Europe, said while plan ners talk of controlling events on a nuclear battlefield, T doubt very much whether it could be done.,” Other experts warned the world is entering a period of greater danger of nuclear holocaust espe cially with struggles over Third World natural resources and the Soviets and the Chinese. Princeton Professor Richard Falk said there is more of a“grave risk” of war arising from a loss of U.S. con- tiol over Third World resources — such as Middle East oil — rather than a political confrontation with the Soviets. We are entering a period that poses greater danger of nuclear war than any we have known,” he said. Harrison Salisbury, associate editor of The New York Times and an analyst of Soviet affairs, said, “All the elements of a nuclear war are now in place along the 4,500-mile Chinese-Soviet border.” He said the result was not neces sarily a greater threat than a U.S.- Soviet conflict. Both sides on the Sino-Soviet border have been preparing for 10 years for nuclear war, he said, and the United States and other nations would be drawn in almost in stantly” because of the effects of nu clear fallout. Committee members are ex erted to inspect hotel facilities and Ians for a new hotel to be com- leted in early 1980. The committee arrived in Kansas Sty from Dallas. Kansas City was the last stop on a ve-city tour. Other cities in con ation are Miami Beach, Detroit, dinneapolis and New Orleans. A bid by New York City is also under consideration. The committee will meet Jan. 22 in Washington, D.C., to make the selection. Wheeler and Councilman Arthur Asel led a group of 25 bipartisan leaders to Washington in October to present the city’s bid to the site committee. Included in the offer was promise to provide $500,000 in goods and services including free use of Kemper Arena as well as the Con vention Hall, other buildings of the American Royal Complex, Bartle Hall and the Municipal Auditorium. Four years ago, the city provided $491,000 worth of services. Scheduled today are tours of con vention facilities, hotel visits and in spection of transportation and din ing facilities. Robert Carter, a member of the site selection committee, was quoted in August as saying that, VVe Republicans were sufficiently impressed by Kansas City.
