Such a move would discourage private contribu tions, an important source of income for those schools. But “the biggest reaction anyone here can remember by conserva tive, religious and educational groups is trying to block the effort. The IRS spokesman who called the reaction the biggest ever said the agency has received more than 100,000 protest letters and expected a large number of critics to show up today when the proposal was scheduled for public hearings. Schools with stated policies of ra cial discrimination are subject to taxes already, hut the IRS now is aiming at schools that discriminate without advertising it.
