Withdrawal hinges on aid, oil, Dayan says

rael’s first withdrawal from the Sinai
Peninsula.
An Egyptian high official said the
peace treaty negotiations have
realized “more progress than ever
before.”
In Washington, however, Weiz-
man’s fellow negotiator, Foreign
Minister Moshe Dayan, said Israel
would not sign the treaty being
negotiated with Egypt until an
agreement was reached on U.S. aid
to Israel and on the sale of Sinai oil
to Israel.
In Cairo, a high Egyptian gov
ernment official said the Washing
ton negotiations were making un
precedented progress, but he re
fused to say whether this meant that
all problems facing the negotiations
have been resolved.
Egyptian Foreign Undersecretary
Osama El-Baz had said Monday that
one issue that defied agreement so
far was linkage between the treaty
and the larger question of an overall
Middle East peace settlement.
El-Baz said success at the negotia
tions depends on the new ideas
Egyptian and Israeli negotiators will
carry back to Washington.
El-Baz and acting Foreign Minis
ter Butros Ghali, who were recalled
Saturday for consultations, will fly
back to Washington Wednesday.
A special Egyptian committee set
up to assess the progress of the
negotiations met for the second time
today under Vice President Hosni
Mobarak. Prime Minister Mustafa
Khalil described the meeting as
“preliminary.”
“We will discuss everything at a
special cabinet meeting this evening
and a statement will be issued af
terward,” Khalil said.

Davis attorneys
seek bail in trial

AUSTIN - Attorneys for T. Cullen Davis Tuesday complained I
prosecutors were acting in bad faith and violating the constitutional
rights of the Fort Worth millionaire to prevent his release on bail
"There’s no question that you’re entitled to bail during trial, at
torney Phil Burleson of Dallas told the Texas Court of Criminal Ap
peals.
Davis, arrested Aug. 20 on charges of soliciting the murderofi|
Fort Worth judge who presided over Davis’ bitter divorce battles,ii
on trial in Houston.
Prosecutors told the appeals court they did not appeal a Fort I
Worth judge’s order denying bail on Sept. 1 and cannot demand
release while the trial is in progress. j
At issue is the legal interpretation of a provision in the Texas Cot
stitution allowing a judge to refuse bail to a defendant charged with
felony offense while he is free on bail for previous felony indictments I
Davis last year in a sensational Amarillo trial was acquittedd
charges he shot and killed his 12-year-old stepdaughter in a midnight
ambush after learning his divorce trial had been delayed. Here]

the Aug. 2, 1976, shooting spree that wounded his wife, Priscilla,and
killed her lover, Stan Farr, at the $4 million Davis mansion in Fort I

Houston attorney Randy Schaffer argued prosecutors should not be
permitted to use the unresolved charges to deny Davis bail on tbe
new allegation that he conspired to have District Judge Joe H. Eidson |
of Fort Worth killed.
