MEXICO CITY — A report on
Saturday by Mexico’s Foreign
Ministry, saying the construction of
the “Tortilla Curtain” was being
held up by the U.S. government,
could not be substantiated by a U.S.
Embassy spokeswoman.
Later that same day, the spokes
woman said she could find no trace
of a communique reportedly re
leased by the embassy to the
Foreign Ministry, saying the U.S.
Immigration Service has postponed
plans to build a new fence along
parts of the United States-Mexico
border to prevent the entry of illegal
Mexican workers.
The Foreign Ministry had said it

border near San Diego and El Paso,
was being postponed “with a view of
carrying out an analysis of the impli
cations of this matter.”
The embassy spokeswoman said
as far as she knew, there are only
plans to repair existing fences along
the border and possible plans for
building a new, six-mile fence.
Critis of the proposal on both
sides of the border already have
dubbed the fence the “Tortilla Cur
tain.”
On Wednesday, Annie Gutierrez,
head of the U.S. Immigration and
Naturalization Service office in
Mexico City, said the INS planned
only to replace six miles of existing
fence and to build six miles of new
fence at El Paso, Texas, and San
Ysidro, Calif., the two areasul,

DETROIT — The cost of owning
and operating a typical new car in
1978 surged upward more than 10
percent to an average of 33.1 cents
per mile or $3,310 a year, a study by
the Hertz Corp. shows.
The annual survey released Sun
day by the car rental and leasing
firm was based on a normally equip
ped, intermediate-size two-door
sedan driven 10,000 miles a year
and kept for three years.
Comparable 1977 costs amounted
to 30.1 cents a mile or $3,010 a year,
a 7 percent increase over the pre
ceding year, Hertz said.
Expenses estimated in the study
included outlays for fuel, oil, parts.
service, repairs, licenses, fees, in
terest and depreciation — the dif
ference between a car’s purchase
price and resale value.
Hertz said since the 1973 Arab oil
embargo, new car costs have
climbed more than 64 percent, out
pacing by more than one-third a
46.4 percent rise in the Consumer
Price Index during the period.
Most of the 1978 increase was at
tributed to higher interest rates and
insurance premiums — both now
more than double their 1973 levels
— Hertz said.
Interest on auto loans climbed
from an average 3.08 cents per mile
in 1977 to 4.13 cents in 1978, a 34
percent increase for the 12 months
