One has my name spelled wrong, the second gave the wrong color and year for my car. The officer forgot to sign the last ticket. Do I have to pay the fines? When you and your car are iden tified with slight errors, usually identification will not be uncertain enough to invalidate the ticket. You do, however, have a constitutional right to confront witnesses against you. Be sure to appear in court as you have promised by signing the ticket. Carter signs ethics bill for U.S. officials United Press International WASHINGTON — President Carter signed a federal ethics bill Thursday that requires public finan cial disclosures from the top 14,000 government officials, including the president, vice president, members of Congress and the Supreme Court. Other aspects of the bill include: —Setting up a permanent au thorization for a special prosecutor’s office to look into allegations of mis conduct by the president, vice pres ident or senior White House offi cials. —Creation of an Office of Gov ernment Ethics for the executive branch to handle complaints or questions. The director would be a presidential appointee whose nomi nation would require Senate con firmation. —Restrictions on job activities after an official leaves the govern ment. For one year affer govern ment service ends, a former member of the executive branch could not lobby in the agency worked for. —Establishment of a Senate legal counsel to aid members of the Se nate in legal matters.
