NEW ORLEANS — By the year
1990, health care in the United
States could be a $l-trillion-a-year
industry unless medical schools re
duce the number of students and
encourage doctors to become gen
eral practicioners instead of
specialists, says HEW Secretary
Joseph Califano.
In a speech to the Association of
American Medical Colleges Tues
day, Califano told delegates the gov
ernment would reverse its policies
developed in the 1960s, when a doc
tor shortage was predicted, and
encourage fewer students to become
doctors.
“We will review our reimburse
ment formulas, which presently dis
courage ambulatory care, to deter
mine whether they are discouraging
students from choosing to involve
themselves in primary care,”
Califano said.
“We will seek to institute pro
grams of support for departments of
family medicine and other disci-
