Will this affect me since I am already living in my apartment? Probably not. The ultimate answer will depend on an individual’s lease situation. Under a written rental contract or lease rent pay ments are guaranted for the term stated therein. In the Bryan- College Station area this is usually nine months. If your rental contract-lease has expired, rent is guaranteed for at least 30 days. This situation arises where a student-tenant continues to occupy that apartment after the termination date specified in the lease. An oral lease agreement may insure against increased rent, depending upon the term of occupancy. In Texas, the law is such that an oral lease is valid if the term is not in excess of one year. If the term of an oral lease exceeds one year then that lease cannot be enforced by the owner or the student-tenant. But, an oral lease for less than one year is a valid agreement and rent is guaranteed for the agreed upon period. In conclusion, the rental payment stated in the lease cannot be increased or decreased during the specified term without the consent of both the student-tenant and the owner. The student- tenant need not sign a new lease providing for increased rent unless he desires to do so. The student-tenant cannot be forced to agree to increased rent by threats of eviction. Daylight time — an idea first suggested to the United States by Benjamin Franklin — ends this year at 2 a.m. local time Sunday, Oct. 29. Franklin learned, while he was ambassador to France, that Euro peans saved money on lighting shops and homes by setting their clocks forward each summer. It took a while for Franklin’s idea to catch on. Congress first adopted the concept during World War I as an energy-saving measure and used it again during World War II. But it wasn’t until Congress passed the Uniform Time Act of 1966 that the concept of setting clocks forward an hour on the last Sunday of April and ahead on the last Sunday of October became an annual ritual.
