There will be no other exceptions. A vehicle emission test system will be acquired for the Texas Transpor tation Institute’s research facilities at Texas A&M University. The system is to aid teaching and research and will be one of three such units in the state. Research will include work for the Federal High way Administration and National Highway Traffic Safety Administra tion. “The system will expand our capabilities and make TTI more re sponsive to research proposals,” ex plained Richard D. Tonda, principle investigator on the system. Tonda is also a TTI research associate who taught in the College of Engineer- ing. “If the state decided to adopt Several industries are interested in its research potential. The possi bility exists of testing foreign vehi cles coming into the United States through the Port of Houston. “Ours will be an Environmental Protection Agency-certified lab, we hope,” remarked Tonda, “in which case only EPA-certified technicians may operate the system.” It’s approximate $300,000 cost in cludes renovation of a building at the Texas A&M Research and Extension Center at Bryan to contain the sys tem. These are unburned hy drocarbons, carbon monoxide and oxides of nitrogen produced by every internal combustion engine, Tonda said. When combined with sunlight, they tend to form an eye-, nose- and throat-burning, visibility-reducing substance known as photochemical smog. This is the well-known Los Angeles smog. Houston’s growth and vehicular increases make the brown LA haze” a similar problem under certain atmospheric condi tions. EPA-prescribed test procedures measure pollutants as an amount of grams per mile per “car run.” Tonda, who studied at General Motors Institute and Michigan State University, noted that vehicle emis sion tests consist of three 707-second runs of a car by a human driver, fol lowing second-by-second EPA stipu lations. One is with the car cold. Two are done after the car iswj Test preparation includes the car or letting it adjustti building’s temperature Bagged gasses from the pipe are run through ai the bench.
