End to funds competition
discussed by governors

— The North-South debate domi
nated the final session of the South
ern Governors Conference Wed
nesday with a Carter administration
official and Georgia Gov. George
Busbee presenting different propos
als to end regional competition for
federal funds.
“It is important that all of us work
together to dampen the heat and
emotion often connected with this
subject,” said James McIntyre Jr.,
the director of the Federal Office of
Management and Budget.
“The time has come to end this
Sunbelt-Frostbelt debate and face
up to the real problem — assuring
that federal funds are equitably allo
cated to those areas where they can
be most effectively spent to meet
national goals,” said McIntyre, a
Georgian who worked for Busbee
before going to Washington.
To make sure federal money is
channeled to areas of greatest need,
the president has issued four execu
tive orders, McIntyre said.
One order gives priority to locat
ing federal facilities in the business
districts of urban areas, while
another is designed to award federal
contracts to high unemployment
areas.
Busbee, chairman of the South
ern Growth Policies Board, told his
colleagues that the Sunbelt’s “fights
center over formulas which, by and
large, misdirect federal funds.”
Southern governors have expres
sed concern over proposed changes
in formulas which they believe will
result in less money flowing into
their area.
The Northern lobby, Busbee
said, has suggested formula changes
which were “for the most part, irra
tional and illogical.
Although McIntyre stressed fed
eral initiatives in helping to bring
about the fair allocation of re
sources, Busbee urged the federal
government to allow state and local
officials a larger role in deciding
where money goes.
By the 1980s, Busbee said, states
should determine where the federal
money is spent and local govern
ments “should determine how the
local problems can best be solved.”
