Eliseo Sandoval, former director of the Associated City-County Eco nomic Development Corp. of Edin burg, also agreed to be a witness against other defendants indicted by state and federal grand juries in the case. Sandoval entered guilty pleas be fore U.S. District Judge Reynaldo Garza to charges of conspiracy and misapplication of federal funds. Garza accepted the guilty pleas to two of 40 counts against Sandoval in eight cases of theft of Manpower funds, on the condition that San doval cooperate with the FBI and testify under immunity in state and federal trials of other defendants. Don’t try to lie your way into an easy sentence. You know a lot of things and could be a lot of help, Garza told Sandoval. Sandoval admitted that between March and August of 1976 he con spired with co-defendant Eduardo Ramirez, auditor for the EEODC, to misapply hinds. Sandoval said he issued Ramirez two advances of $7,500 and $6,500, which later went into a private joint venture between the two men known as "R&S Janito rial Service." The second count charged San doval issued a $6,085.87 ACCEDC check to cover a personal loan he made at the Metropolitan National Bank of McAllen. Maximum punishment on the first count is five years in prison and a $10,000 fine. The second count carries maximum punishment of two years in prison and a $10,000 fine.
