Robeck — school board, position 6 Bruce Robeck, 38, 1117 Berkley, associate professor of political sci ence at Texas A&M. Do you favor the merger of the city and school tax offices? What are the advantages (or disadvan tages)? Yes, I do favor the merger of city and school tax offices, to the extent allowed under the law. One prob lem is that statutes allow for a merger of part of the functions per formed by tax assessing-collecting offices, and you can divide those functions into various components. One is the assessment function, which consists of dividing and col lecting basic information descrip tions of the property. Another is the assessment function of deciding what that property is worth. And then you have the fiinction of re viewing that through a board of equalization. Then you have the problem of collecting the taxes. Each have their own administrative duties. Part of the problem is that you can consolidate maybe some of these functions, but you run into problems trying to consolidate all of them. I think they should each retain separate boards of equalization, but it would save the taxpayer money to merge them. Do you favor the car tax instituted by the school tax-assessor? The car tax is not going to work too well. So many people are being taxed for cars that were sold a year ago. And I think they’ll spend more time enforcing it than it’s worth. Why do you feel the school tax office appraisals are higher than the city tax appraisals of the same prop erty? I would think it has something to do with their budget. Perhaps the school budget is so high that they have to appraise the property high enough to allow their budget to work. How seriously will the school board take the efforts of the Prop erty Owner’s Association? San Juan, Puerto Rico, gets Sahara desert dust. The Puerto Rican capital awoke Monday under a dusty haze that lim ited visibility to less than two miles. Isaias Zamarripa of the San Juan weather bureau said the dust was covering- an extensive area of the Eastern Caribbean from eastern Puerto Rico to Hispaniola, the island on which the Dominican Republic is located, and moving slowly west ward. Zamarripa said the phenomenon usually occurs around the beginning of spring and will pass in a couple of days. However, the tax assessor is charged by law to assess all property that hasn’t been ren dered. It’s the taxpayers obligation to render their property. And the tax assessor is directed under law to assess all property that is present in the taxing jurisdiction that hasn’t been rendered, and this has been interpreted by the courts to mean all property that he can, through reasonable action, find. Why do you feel the school tax office appraisals are higher than the city tax office appraisals of the same property? I believe the city is undergoing a reassessment. It’s my understand ing that they have not reassessed. Appraisals are so subjective they’re very difficult to administer fairly. How seriously will the school board take the efforts of the Prop erty Owner’s Association? The school board takes seriously any position expressed by citizens, whether they are organized or not. At least I do. And I think when people have problems, we try to see whether or not these problems can be solved fairly.
