Carter s energy plan
will fail, Briscoe says

DALLAS-Gov. Dolph Briscoe
said Wednesday President Carter s
energy plan would not work and the
only studies that show it will were
made by the Carter administration.
Briscoe recently aired his energy
complaints in Washington as the
chairman of the oil and gas sub
committee at the National Gover
nors Conference. He said Carter s
plan had an erroneous basis for
projection and would not meet its
production goals.
“The only projection that showed
it (Carter’s plan) working were those
made by the administration itself,”
Briscoe said at a news conference.
He said other studies conducted
by various independent governmen
tal agencies and groups show the
plan, which could drain Texas of its
oil income, will be a failure.
To back up his theory, Briscoe
said he could not get computer data
on the effects of Carter s plan when
he requested it in Washington.
“Only time will tell, Briscoe
said. “I'll he satisfied with the plan
only when it brings in or supports
the search for additional natural gas
supplies.

E. C.“Gene” Fisher, head of
the Vocational Industrial
Teacher Education Division of
the Texas Engineering Extension
Service (TEEX), has been named
to a state advisory committee.
Fisher serves on the Appren
ticeship and Training Advisory
Committee of the Texas Educa
tion Agency and State Board of
Education.
Its purpose is to recommend
and evaluate a statewide plan for
development of a comprehensive
apprenticeship training program.
The committee will deal with
administrative procedures and
funding formulas to be used in
distribution of state appropria
tions for programs.
Fisher has been with the
TEEX division 12 years and has
headed it since 1973. He has
bachelor’s and master s degrees
in trade and industrial education
from Oklahoma State University.
His experience in industrial and
vocational training covers 25
years.
The Vocational and Industrial
Teacher Education Division
provides teacher certification
courses for those who teach at
secondary, post-secondary and
adult levels. More than 2,700
students were in 188 classes con
ducted in 1976-77 by the divi
sion.

Caldwell was named the out
standing student of the 24th class
of the Institute of Electronic Sci
ence.
Graduation ceremonies of the
Texas Engineering Extension
Service program honored 54 stu
dents who completed the 18-
month course.
TEEX Director James H.
Bradley congratulated the class,
which was formally addressed by
Dr. William E. Kuykendall, as
sistant dean of medicine at Texas
A&M University.
The institute enables students
to master the technical informa
tion and specialized skills needed
to work in any area of the elec
tronics industry. Instruction
covers mathematics, instrumen
tation, drafting, active circuits,
digital circuits and communica
tions equipment.
The next class begins March
13. Registration deadline is
Monday. Classes are conducted
at the Texas A&M Research and
Extension Center at Bryan, for

Research Annex.
