WASHINGTON — The Cen
sus Bureau reports a continuing
migration of the American popu
lation, mostly south and west
ward, and says 13 states could
gain or lose congressmen in the
early 1980s if present trends con
tinue.
Texas, which recorded one of
the largest population increases,
could possibly gain 2.
The report said the nation’s
population increased by about 13
million since 1970 to an esti
mated 216,332,000.
The 1980 census will be used
as the basis for the congressional
reapportionment that occurs
every 10 years. Population shifts
affected congressional dele
gations in several states after the
1970 census.

STOCKHOLM, Sweden — Less
than 20,000 people are left in
Phnom Penh, Cambodia, and
chickens and rabbits wander the
streets of the city that once had a
population of more than two mil
lion, said Scandinavian diplomats
Monday.
Sweden’s Ambassador to China,
Kai Bjork, said he saw large de
nomination paper bills strewn about
the streets of Phom Penh since
money is no longer being used in
Cambodia.
Bjork visited Cambodia with the
Finnish and Danish ambassadors to
Peking, Pentti Suomela and Kjeld
Mortensen.
They said the city had no street
