Egypt to host talks

CAIRO, Egypt — Egypt has for
mally invited Arab nations, Israel
and the superpowers to preparatory
peace talks in Cairo, but it may end
facing Israel alone across the
negotiating table.
President Anwar Sadat proposed
the preparatory talks Saturday and
said he hoped they would “finish
what we started” when he visited
Israel, the first Arab leader to do so
since the Jewish state was founded
29 years ago.
Acting Foreign Minister Butros
Ghali delivered formal invitations
Sunday night in a series of quick
meetings with the ambassadors of
the United States, the Soviet
Union, Syria and Jordan and the
Lebanese charge d’affaires.
Syria and the Palestine Liberation
Organization spurned the offer and
said they will take part instead in a
summit of radical Arab states begin
ning Thursday in the Libyan capital
of Tripoli.
Israeli Prime Minister Menahem
Begin accepted Egypt’s invitation
and was scheduled to explain his
government’s position today in a
special Parliament debate in
Jerusalem.
Neither the Soviet Union nor the
United States have responded to
Sadat’s offer.
In Washington, the White House
said President Carter was “trying to
be in the position of being suppor
tive of Sadat’s latest peace initiative
but was still discussing the Cairo
meeting with the other invited na
tions.
Sadat said the purpose of the
Cairo meeting would be to prepare
for a full-fledged Geneva Middle
East peace conference so that “we
can discuss the case in a matter of
months not years.”
In a series of television inter
views, Sadat said the talks would
start, possibly as early as Saturday,
even if only Israel showed up.
“It is up for everyone to decide
for himself, but if the Israelis come
only, I shall start the conference,”
he said.
Diplomatic sources said it was
highly unlikely the Soviet Union
would take part, in view of the
Syrain.-PLO opposition and the
mutual recriminations exchanged by
Sadat and Moscow. Syrian Foreign
Minister Abdel Halim Khaddam
was flying to Moscow today for talks.
Soviet Ambassador Vladimir
Polyakov refused to define his gov
ernment’s position after Ghali gave
him the invitation Sunday night. So
did U.S. Ambassador Hermann F.
Eilts.
Jordanian Ambassador Zoukan
Hindawi, whose government has
been attempting to steer a middle
course between Egypt and its cri
tics, commented: “We hope the
Arab nation will concentrate on the
positive not the negative points in
the present situation.”
Only Syrian Ambassador Ahmed
Hassan El-Assad was clearcut in de
fining his government’s stand. “Syria
has rejected the Egyptian initiative
and will take part in the Tripoli
summit,’ he said.
A PLO spokesman in Beirut said:
“Our best reply to the Egyptian in
