I Mexican-Americans face a crisis

In the alleged beating and drown
ing death of Torres, two Houston

negligent homicide and were given

“We are witnessing an erosion of
L r civil liberties in law enforce
ment,” Bonilla told the predomi
nantly Mexican-American audience.
“The pattern of police abuse and
vitality has existed for many gen-
■rations in Texas. There’s one brand
if justice for the person who is fair-

Bonilla said he felt the two offi

vening in the Torres case. Bonilla

Dredgers gather at A&M
for lectures and workshops

Bonilla said the Mexican-
American also faces a crisis in educa
tion. He said the standardized test
ing system for entrance exams used
by most universities has built-in cul
tural biases, and has served as a bar
rier to the admission of Mexican-
Americans into college.
He said the fight against
Mexican-American discrimination
in education rests heavily upon the
Alan Bakke ease, currently being
considered in the U. S. Supreme
Court.
Bakke, a white man who was re
fused admission into the University
of California at Davis medical school
four years ago, is arguing that his
equal rights guaranteed by the 14th
amendment were violated and he
claims reverse discrimination.
The Supreme Court is not ex
pected to make a final decision on
the case until next spring.
Bonilla said the Bakke case will
represent a landmark Supreme
Court decision.

will be conducted Nov. 2-4 and has
attracted speakers from West Ger
many, the Netherlands, Norway,
the United Kingdom, Australia and
Canada.
The meeting is jointly sponsored
by BHRA Fluid Engineering of En
gland and Texas A&M’s Center for
Dredging Studies. It will be held in
the Rudder Convention Center and
the Memorial Student Center in
conjunction with a field trip to the
U.S. Army Corps of Engineers Gal
veston District.
The subjects of presentations
range from economics and invest
ments through the use of sophisti
cated electronics in dredging, to
environmental concerns and dispo
sal of wastes.
“It’s expected that the discussion
will be centered around the solution
of problems that exist in this field
and the meeting will provide
another, opportunity for interested
parties to meet and update their
views with leading experts,
operators, and consultants in dredg
ing,” said Dr. John Herbieh, coor
dinator of the Texas A&M portion of
the symposium.
The dredging short course will be
conducted Nov. 7-11.
Dredge operators, engineers,
contractors, government opera
tions, foreign government agencies,
academic institutions and engineer
ing consulting firms will all be rep
resented in this program which is
also sponsored by the A&M center
and the National Sea Grant Pro
gram.
The program is arranged to in
clude a balanced mixture of lec
tures, laboratory studies and work
shops on subjects ranging from fluid
and geotechnical mechanics through
application, instrumentation and
model making, to equipment use
and environmental effects.
