Faced with declining enrollments because of the mounting costs of tui tion, the private school adminis trators are trying to find a way to reduce those costs while still provid ing a full range of services for their pupils. Nearly every strategy that has been tried has faced severe court tests by strict church-state separationists who believe any type of public aid to parochial school amounts to a breach of the wall of separation. There is some indication, how ever, that a near majority of the Se nate is ready to consider the idea of tax credits as a potentially constitu tional means to provide some aid to beleaguered parochial school par ents.
