Administrators of the nation s fi
nancially hard-pressed parochial
schools — Roman Catholic, Protes
tant and Jewish—have been push
ing to find a way to constitutionally
bring Congress into ‘full partner
ship” with the nation’s educational
programs.
Faced with declining enrollments
because of the mounting costs of tui
tion, the private school adminis
trators are trying to find a way to
reduce those costs while still provid
ing a full range of services for their
pupils.
Nearly every strategy that has
been tried has faced severe court
tests by strict church-state
separationists who believe any type
of public aid to parochial school
amounts to a breach of the wall of
separation.
There is some indication, how
ever, that a near majority of the Se
nate is ready to consider the idea of
tax credits as a potentially constitu
tional means to provide some aid to
beleaguered parochial school par
ents.
Recently Senators Robert
Packwood, R.-Ore., and Patrick
Moynihan, D-N.Y., lined up the
support of 41 cosponsors on legisla
tion that would give a tax credit to
