Sen. Ron Glower, D-Garland, won approval on a voice vote to permit sales in Texas of imported beer sold by the liter instead of ounces. The measure, passed on a 310-89 vote and sent to the Senate, would authorize $459 million for the Mis sissippi River and Tributaries proj ect, including the Cache River Basin project in Arkansas which Carter said should be terminated. $170 million is authorized for the Missouri River Basin project which includes the Hillsdale Lake project in Kansas, another that Carter said should be ended. This year Carter reviewed 32 water projects already authorized and partially funded by Congress, then recommended funds be cut off for 18 of them worth $2.5 billion.
