MASSEY
Owen D. Massey, 21, Sopho
more, Marketing, Corpus Christi.
What are your qualifications for
VP Finance?
I have been the Walton Hall Jud
icial Board Chairman, a member of
the RHA, and a member of the
Town Hall selection committee.
Presently I am a member of Political
Forum, Academic Affairs Commit
tee, and the Student Academic
Council. In 1975 I worked for a
non-profit Cancer Research Foun-
Owen
Massey
dation as Administrative Assistant to
the President. This past year I have
attended most of the Student Se
nate meetings and have developed a
good working knowledge of its
operating procedures.
What do you consider to be your
top priorties?
First I would reorganize re
frigerator rentals, establish a work
ing relationship with the Adminis
tration, and rebuild the Student
Service Fees Allocation Hearings as
they were a shambles this spring. In
this reorganization I will welcome
student input and more thorough
working meetings on budget re
quests.
What are your feelings about
service fees as opposed to user
fees?
This fall and next spring there
should be a definitive analysis of the
amount of service fees vs. user fees
utilized by each organization. I
would like to see more user fees in
those organizations which benefit
fewer students.
Do you feel there are any serv
ices that should receive more or
less student service fee allocation
money?
There are organizations which
should rely on more user fees (less
service fees) because I believe this
would produce higher quality serv
ices for the student body as a whole.
I would also like to see the Adminis
tration more adequately justify
other types of service fees.
SPRINGER
Michael Springer, 21, Sopho
more, Physical Education, San An
tonio.
What are your qualifications for
VP Finance?
I am a member of the 1976-77
Student Senate. I served on the Fi
nance Committee this year and as a
member of this committee I served
on the Fee Allocation sub
committee.
What do you consider to be your
top priorities?
To keep the Student Service Fee
Budget balanced, therefore keeping
Michael
Springer
the Student Service Fee from being
raised. To set up another sub
committee to investigate and write
the first annual report of how the
remainder of the student fees we
pay are utilized. This will be a start
at getting more student imput into
how these funds are spent.
What are your feelings about
service fees as opposed to user
fees?
My opinion on a user fee is that
most programs which use this fee
would be too expensive for the stu
dents to be able to use. The student
service fee provides enough reve
nue to these activities without caus
ing any strain on the students’ fi
nances, while allowing them the op
tion to participate in these activities
if they desire to.
Do you feel there are any serv
ices that should receive more or
less student service fee allocation
money?
The only way to answer this ques
tion will be an indepth study of
these services. If I am elected the
Fee Allocation Committee will start
these investigations this year and
next fall semester instead of just be
fore the time they are due for the
next years budget to go before the
Senate for approval.
