It would replace the $440 billion package submitted by his predecessor a month ago. In one of his most controversial decisions. Carter proposed halting 19 water resource projects including one in his home state of Georgia. Carter said the projects were too expensive and environmentally un sound. Car ter labeled his budget proposals Apartment dwellers may get tax break United Press International WASHINGTON —If you live in an apartment, and nearly four out of every 10 Americans do, about one-quarter of your monthly rent pays for local property taxes. Unlike homeowners, you get no tax break from those payments in figuring your own federal income tax. Some members of Congress think 1977 may be the year for a change. Rep. Herb Harris, D-Va., has in troduced a bill, HR84, along with 63 co-sponsoring House members, to give apartment dwellers a tax credit for 25 per cent of local property taxes. Harris says that figure is equiva lent to what homeowners get by de ducting their full property tax pay ments. For a tenant paying $250 per month rent, the proposal would save $150 in federal income taxes. He said it might even make the difference for many taxpayers be tween using the short form or itemizing deductions. A similar proposal last year flop ped in the House because it failed to win consideration by the Ways and Means Committee. It lost in the Senate by 12 votes.
