United Press International LUBBOCK — A National Student Lobby spokesman says he feels youth problems will get a fairer hear- ing from President Carter than former President Ford because of what he described as Ford’s “Cold War mentality.” “We view him (Carter) as a defi nite improvement over President Ford,” said David Rosen, legislative director of the NSL. “There was really a Cold War mentality between the Ford Admin istration and the students, given the vetoes of budget appropriations for student aid over the last two years. “We don’t expect the veto fights in the Carter Administration, although we are keeping an open and skeptical mind to it. We do not yet know his committment to full funding basic grant programs. HEW to review Medicaid money paid to doctors New Orleans (UPI) — A team from the Department of Health, Education and Welfare will arrive in Louisiana January 31 to conduct a two week review of Medicaid pay ments to doctors to determine if any are being made improperly. The study, and a similar study of prescription payments already under way, was disclosed Wednes day by Roy Westerfield, head of the state Office of Family Services. Westerfield said HEW inves tigators began working yesterday on a sample study of welfare prescrip tions, which they will trace to the source for violations.
