WASHINGTON — Soviet lead
ers are signaling publicly and pri
vately their readiness to talk busi
ness with President-elect Carter on
three key issues, beginning with the
stalled negotiations on limiting
strategic arms.
U.S. officials yesterday reported
they have heard from Moscow
through informal and indirect chan
nels that Leonid I. Brezhnev would
like 1977 to be a year that yields:
V A second phase agreement on
limiting strategic arms, referred to in
diplomatic jargon as SALT II.
V A complete nuclear test ban
treaty that would outlaw under
ground nuclear weapons explosions,
but would permit certain blasts for
strictly peaceful purposes.
V An arrangement for the re
moval of trade and credit barriers
between the two super-powers.
U.S. authorities have advised
friendly governments of the sound
ings made by Brezhnev and some of
his subordinates, according to West
ern diplomats.
These soundings have been
passed on by the Ford administra
tion to the President-elect and
members of his transition team, in
cluding Secretary of State-designate
Cyrus R. Vance.
With the possible exception of
trading and credit arrangements,
U.S. officials have told their allied
colleagues a SALT II pact and a
comprehensive nuclear test ban
treaty should be attainable by the fall
of 1977, barring unforeseen de
velopments.

get messages through to Carter. Inf

Brezhnev himself of Moscow’s belief
that a total nuclear test ban treaty
now is possible with some limited
onsite inspection included.
The number of parking tickets for
no-decal offenses at the UNIVER
SITY OF ARLINGTON (UTA) has
dropped 40 per cent during the past
month, according to a report in the
UTA newspaper Shorthorn.
The University police chief be
lieves an increased citation fee may
have had something to do with the
decrease. Fees were recently raised
from $5 to $24.
The increase was made in order to
discourage students from risking a
ticket for parking illegally. The Uni
versity did so by making the decal
less costly than one ticket. Car decals
cost $18 for day students and $10 for
night students.
One encouraging note — first of
fenders can have the citation fee
saived by purchasing a decal. Let’s
hope our University doesn’t come up
with an idea like that. Few college
students can afford $24.

The president of Citizens Agains
Pornography, a Houston-based civi
group, has written a letter to UNI

statement that professors can teach

tions by the University.
According to a report in the UH
newspaper, the Cougar, the UH
Student Life counselor said there is;
no legal precedent for students suing
professors for teaching invalid in
formation, a practice he calls “mal
teaching.”
Hazing charge dropped
Hazing charges have been drop
ped against two UNIVERSITY OF
HOUSTON sororities, according to
a report in the Cougar.
Alpha Kappa Alpha and Delta
Sigma Theta sororities were charged
with forcing pledges to stay up until
4 a.m. as a sort of trial of strength.
The complaints, filed by a UH
English department teaching fellow,
were withdrawn when sorority
pledges asked her to withdraw her
charge. The two sororities said they
have no hazing programs.
