SEOUL, South Korea —The Un-

as reached yesterday after a week
[secret talks between the sec
taries of the delegations to the Lo

Both North Korean and U.N.
Command personnel circulated

nistice agreement which ended the
Korean War and created the 2VS>-
mile-wide demilitarized zone
separating North and South Korea.
Panmunjom is in the middle of the
DMZ.
The new security formula is a re
sult of the Aug. 18 clash in which
North Korean guards axed to death
two American officers supervising
the pruning of a tree that the U.N.
command said interfered with its
forces’ view of the North Korean
side.
It was the first fatal incident in
Panmunjom in the 23-year history of
the Korean armistice, although
there had been a number of less vio
lent clashes. The U.N. Command
demanded guarantees for the safety
of its personnel and punishment for
those responsible for the killings.
North Korea ignored the call for
punishment hut proposed the sep
aration of forces.
