Spur brought the 1976 Dickens County Citizen of the Year Award to Bill Barrett. A delegation from the northwest Texas city was on hand Sunday when Barrett, an instructor in the fire school, was first given notice of the award. It was presented for Dickens County by Chief Hershel Sharp, of ficial of the school at Texas A&M University. Former Lubbock fire chief. Sharp is an associate training specialist in the Fire Protection Training Division of the Texas En gineering Extension Service. The 47th school registered 2,(X)0 firefighters Sunday and Monday for classroom and field training. It runs through Friday. Barrett serves as coordinator of structural fires at Brayton Training Field. Many of the 2,()()() students will battle fires there this week under Barrett’s supervision. Chief of the Spur Fire Depart ment for 14 years, Barrett has been in the city’s volunteer fire service for 28 years. He serves on the Spur City Council. A National Fire Academy is planned near Washington D.C., firemen of the 47th Texas Firemen’s Training School were informed Monday by David M. McCormack of the U. S. Department of Commerce. Appropriations for the facility were vetoed by the President. Site selection measures tied to the legis lation brought about the veto. "I believe that by the 48th Texas school, the National Fire Academy will be making contributions and providing help at the local level,” stated McCormack, NFA superin tendent in the Commerce Depart ment’s National Fire Prevention and Control Administration. “We at the federal level want to work with you,” he assured, “and not tell you what to do in federal bureaucratic fashion. The official detailed arson investi gation as an area of assistance, with audio-visual aids, manuals and other instructor aids. McCormack said the academy will assist in instructor development and helping to work out national fire offi cer qualifications. Applicable to firefighters, instructors, fire inspec tors and fire officers, the latter would set minimum standards for training and skills. T believe these must remain a state and local function, McCor mack said. A model community fire protec tion master plan should be de veloped, McCormack added. And I believe strongly that the fire service should be involved in strations. Page said, “though perhaps not as spectacular as some we’ve had.” Chemical complex and process unit fires are planned. Also in opera tion as part of daily training, a run down spill fire will be fought in dem onstration. “This type of fire fighting situation might be encountered in labs and other structures,” Page explained. Demonstrations also will include use of the Hurst tool, knowii as the ’’jaws of life.’ ? It is used for removing victims from wrecked vehicles. Along with other life-saving devices, Rockford Safety will exhibit a new type of extrication device. Of special interest to firemen will be demonstrations of a quick hose roller, Halon’s 1211 gas-type fire ex tinguisher and National Fire Hose’s new one and three-quarter inch hose.
