They aren’t owned or run by the Univer sity. You have speaking privileges at the Board of Regents meetings; on what occasions and what cases would you use them? Anytime it is necessary. It really depends on the situation. What changes would you make in University rules and regulations? I think some changes are needed in the dropping of classes. Students should be able to see what their mid term grades are and where they stand. Then they could drop without penalty. Two weeks later they could drop with the penalty. How do you define the general attitude of the students towards the problems at A&M and relating to this, how do you define the duties of the presidency? The duties of the presidency are mostly public relations, speaking at the Board of Regents meetings, and presenting the students’ views. I don’t think students think too much of student government. As president I’d try to set a better image for stu dent government. What part should the students take in city affairs? How? Students should vote. They ■should be interested in what goes on in the city, especially those who live off campus. How great a role should the pres ident take in shaping policy for the student senate? I think student senate should be Richard Maulsby Scruggs Student body president responsible for most of its own poli cy. But the president should guide them on such things as not wasting their time at meetings. He should see that things are done as quick and efficiently as possible. Do you feel student service fees should be turned into user fees? Why or why not? I don’t think they should because you would have to raise the price of everything. For example, if you took away the service fees, Town Hall would be more expensive because not enough of the student body would support it. (See Scruggs, Page 6) Duane Thompson, 21, Junior, Business Management, Silsbee, Texas. What do you think the purpose of student government is? The purpose of student govern ment is to act as a liaison between the administration and the student body. It formulates policies for the student body in academic regula tions and other regulations that ap pear in the Blue Book. It is a legisla tive body, but it is also a service to the students. What is of top priority on your platform? Why? I think the time used in the senate could be used more wisely. Not all the senators are contributing equal ly. I want to try and push to get more people involved in the student gov ernment projects. This way we will have more power and can handle more students. Should there be an enrollment ceiling? Where should it be set at and why? I would like to see the enrollment set at 30,000. But the problem is that we re a state supported school. The classes are becoming so large that you are losing one of the main qual ities that I came to A&M for—the sense of personal relationship with your teachers. I think the quality of education is going to be hurt if we don’t limit enrollment. P buses and extension of routes ■ to be added. Money is a prob- )o you think food services should improved? Why and how? ■e main project I woidd like to is a noon board plan for students continue working on the possi- roof students being able to eat in fining hall. I feel there is a de fer a noon board plan, espe cially for off-campus students. Food quality could definitely be im proved. Is the laundry having financial difficulty because of optional fees? Has service improved? How and why? The laundry service has continued to raise its fees since service has be come optional. Since so many stu dents have opted not to take laundry it seems evident they have found a more economical way of cleaning their clothes. Many students would like to have washers and dryers in all dorms. Perhaps an on-campus laun dromat could be built. What improvements would you make in The Battalion? How and why? I feel The Battalion should report more student and university news than AP. The Battalion is the main means of communication for the majority of students who want to know exactly what’s going on. Better accuracy and more objective report ing would help. I favor an all-student Publications Board. Does the MSC Council and Di rectorate do its job? How can it im prove? The MSC Council and Directo rate does a good job of programming in many areas. However, I feel stu- Troie Pruitt V.P. of Student Services dents should have a more direct say in the final decisions. A good portion of student service fees goes to MSC programming but there are a lot of students who don’t utilize the prog ramming. Investigations of new committees to serve more students could be a goal. How would you propose to make the athletic department more re sponsive to student demands? The athletic department has cer tainly been responsive to student demands in the area of football ticket allocation. The athletic department could improve in its emphasis on other sports besides football al though it is the moneymaking sport. How should the campus police be spending their time? What should be done to improve the parking situation? Campus police shoidd spend more of their time patrolling against theft, vandalism and rape. Tickets for park ing violations are fine in most in stances. To stop parking violations, areas could be more clearly marked and less arbitrary. As long as A&M’s population increases, parking lots are going to be in more demand. More parking lots may be a solution and restricting parking privileges to upperclassmen is another. Should intramural department programs be expanded? Why or why not and how? Intramurals is probably the ser vice that is used by more students and a wider group of students than most services. These programs should be expanded with proper re search and proper control and inven tory of equipment. Facilities could remain open longer at night and on weekends. followed Senate actions closely at are your qualifications for ffice and why do you want it? —-"wh 36 ! one °f m y major qualifica- & ns lor the job of V. P. Student Ser es is that I am an active freshman Greg Ball *V.P. of Student Services in many groups on campus. Also, I live off-campus which makes it easy to see off-campus problems. As of now I have not been active in Stu dent Government but have followed its actions closely by attending Se nate meetings and reading about Se nate action in the Batt. Since I have been exposed to al most every service offered students, or talked to others about the ones I have not experienced, I feel I can offer constructive ideas in many areas. Mostly I want to serve the students. What extension of shuttle bus services do you foresee, if any? What problems do you expect? Why? Shuttle buses will probably have to be extended by making earlier runs if classes start earlier next year. A lot of students would like to see a couple of runs on Saturday and dur ing football games. This will proba bly mean added expense. Do you think food services should be improved? Why and how? I think any service should be im proved if possible while holding down costs and keeping it serving the students. One thing I feel would be nice is to run breakfast on the weekends to where a normal Ag has a chance to get some. Is the laundry having financial difficulty because of optional fees? Has service improved? How and why? After trying the Laundry for a semester myself I know I won’t go back. Everyone I have talked to doesn’t like the service. What improvements would you make in The Battalion? How and why? I would like to see the Batt carry more student news and campus life features. I also like reading student letters. It would also be nice to have some investigative reporting. Does the MSC Council and Di rectorate do its job? How can it im prove? Many people have expressed con cern about the money given the MSC Council. Most feel it should be given more along attendance lines with Town Hall getting more and things like OPAS less. How would you propose to make the athletic department more re sponsive to student demands? The athletic department may be a student service but it seems the stu dents are considered last. I doubt any pressure demands for radical change would work. The best way to get more response would be to talk to them after finding out what the students want. How should the campus police be spending their time? What should be done to improve the parking situation? There is no way to change parking without getting a lot of people mad. Right now its next to impossible to park all the students with cars. I’m open for suggestions. Should intramural department programs be expanded? Why or why not and how? Any student who has tried the in tramural services usually ends up mad about the lack of time he has, if he even gets to use them. There are only two ways to go on this: either expand facilities or make PE optional so they can be open more. C A R E S STUDENT BODY PRESIDENT Cooperate with other universities, state and national organizations in a bid to influence state and federal legislation affecting higher education and to promote a greater exchange of information. Assess problems facing students as “consumers of education,” problems encountered in the classroom, social problems encountered as residents and finan cial problems encountered as consumers in busi ness, then act to protect student finances. Represent the Student Body’s concerns and the stu dents’ interests at all levels of decision-making. Educational preparation that is meaningful to students in regard to future job opportunities by promoting more flexible degree plans, greater academic coun seling and greater accountability on the part of the faculty. Student-directed representation through a Student Government that has communication as its top prior ity. Likewise, McClure desires to make student input on University committees more effective by those interactions with Student Government policies and recommendations. DO YOU? PAST EXPERIENCE Speaker, TAMU Student Senate, 1975-76; State President, Future Farmers of America, 1972-73; National Secretary, Future Farmers of America, 1973-74; Outstanding Sophomore, College of Agriculture, 1975; Member, State Advisory Council for Technical-Vocational Education (1975-79. .. Appointed by Governor Briscoe); White House Summer Intern, 1975; Pres ident, Pre-Law Society, 1975; President, Freshman Agricultural Society, I’ve been involved in student gov ernment since I was a freshman. I was an executive aide my freshman year, a sophomore senator, served the same year as parliamentarian of the senate. I am presently vice- president for rules and regulations. What do you plan to do about the off-campus housing situation, both quality-wise and quantity-wise? About 2/3 of the students live off campus. The quality of representa tion like we have in the student se nate is poor. One idea is the ward system or a certain area in which one senator will represent off-campus. One senator would represent one area ( Plantation, Briarwood) and students could take their problems to him. You have speaking privileges at the Board of Regents meetings; on what occasions and in what cases would you use them? I think we would use the speaking privileges at the board meetings if something was being brought up that we wanted changed. What changes would you make in University rules and regulations? One problem with the rules is that they were vague and arbitrary. Some rules I didn’t agree with at all. One of them was that the faculty/staff has the right to tell a student to leave his class if he doesn’t like the student’s clothes. How do you define the general attitude of the students towards the problems at A&M and relating to this how do you define the duties of the presidency? I think students may be so in volved in their major that they don’t have time, but I don’t think they’re apathetic. It’s their being informed or misinformed. I’m trying to tell people who I am. I’m going door- knocking and talking to people. I’m trying to get people’s ideas. What part should the students take in city affairs? How? I think one of the most important things we could have would be a rep resentative on the City Council. How great a role should the pres ident take in shaping policy for the student senate? I think the president should im plement the decisions, but I don’t think it should be a dictatorship. I think it should be the senate who formulates the decisions and policy. Do you feel student service fees should be turned into user fees? Why or why not? On some things I do, possibly the allocation of tickets from the athletic department. On things like the shut tle bus, whether they use that ser vice or not , that service is at least made available to the students. I think they should support these ser vices, because if we don’t do it as a whole then there is a chance that the service may fade and it could hurt a lot of students. Should the A&M student body have an active lobbyist in Austin during the legislative sessions? Why or why not? I don’t know if we actually need a lobbyist. We’re working with TSA IF Duane Thompson Student body president (Texas Student Lobby), and they have a lobbyist in Austin. What is the major problem facing A&M? What would you do to solve it? I guess the growing enrollment is the one that bothers me the most. It affects facilities, the quality of educa tion, and others. I think it’s probably A&M’s biggest headache. How important are the national organizations to which A&M is af filiated? Which are the most impor tant and why? A&M is affiliated with NSA (Na tional Student Association). I think just the fact that we receive informa tion from them helps us to get some ideas and keep us in tune with other schools. Communication a must Fred McClure, 22, Junior, Ag riculture Economics, San Augus tine, Texas. What do you think the purpose ot student government is? The primary purpose of student government is to represent the stu dents at this University. I think it’s a duty of both student government and the students to try to make sure there is a two-way flow of communi cation between the two entities. What is of top priority on your platform? Why? This two-way flow of communica tion is my top priority. If these two factions can work together then our impact will be more powerful on the administration, the Board of Re gents, and in the community. Should there be an enrollment ceiling? Where should it be set at and why? „ I’d hate to see Texas A&M Uni versity to have a deluge of 50,000 students. Our facilities and the community would find difficulty handling them. But as long as there are tax monies going to this Univer sity it’s hard to say no to a federal or state taxpayers’ son or daughter— that they can’t go to this University because we have to cut it off at 26,000. As long as we are a state- supported school it will be very dif ficult for us to do. An option is more stringent enforcement of scholastic grade maintenance and entrance re quirements. I think if these are en forced then it will regulate enroll ment. What are your qualifications for the position and what can you offer the students as a result of them? This past year I served as speaker of the student senate and was also a member of the Executive Commit tee. Last September the governor appointed me to the State Advisory Council on Vocational and Technical Education, a four year term con firmed by the Senate. This could help us establish some credibility with the Board of Regents and deci sions made by them. What do you plan to do about the off-campus housing situation, both quality-wise and quantity-wise? I think we need to expand our re lationships with City Council. We need to be involved with the input into the building codes. I’d like to continue the Apartment Guide and Ratings. You have speaking privileges at the Board of Regents meetings; on what occasions and in what cases would you use them? I feel that speaking privileges are needed when the board is making decisions that students feel very strongly in that particular area. Also, when it just seems that the Board of Regents may be totally overlooking those individuals that they are mak ing decisions for. What changes would you make in University rules and regulations? Any expansion of the rules and regulations with respect to the stu dent’s life whereby he would be pre pared to face the problems in the working world that he might have. We need more flexibility in degree plans within the departments. How do you define the general attitude of students towards prob lems at A&M and relating to this, how do you define the duties of the presidency? The amount of apathy that exists is a result of a lack of self-motivation but also a lack of knowledge. I would try to make students realize that un less we have their input we can’t do what’s best for them. If we can get the two-way flow going the apathy will begin to disappear. What part should the students take in city affairs? How? I’m against the student body or the student government as a whole endorsing a particular candidate or issue. I do encourage individual par ticipation in political support. How great a role should the pres ident take in shaping policy for the student senate? The major responsiblity of the president is to enforce the rulings of the legislative branch. It is the pres ident’s duty to implement these ac tivities passed by the legislature. It’s the president’s responsibility to have some knowledge of everything going on in the five major areas of student government. And likewise, to get his ideas and input to the vice presi dents or talk to some of the other student senators. Do you feel student service fees should be turned into user fees? Why or why not? I think with the activities we ought to approach the user fee. We’ve al most totally done it in football. I think that those activities that need to be scrutinized in respect to user fees are those that are revenue generating. Fred McClure Student body president . Should the A&M student body have an active lobbyist in Austin during the legislative sessions? Why or why not? Yes, I think the student body should have an active lobbyist at the Austin legislature. We need a rep resentative because they make deci sions with respect to funding for A&M. I think that sometimes Con gressmen and Senators forget the A&M community and they need to be made aware that they are spend ing our money. What is the major problem facing A&M? What would you do to solve it? I think the most important prob lem facing an educational institution is to insure students that they are the type of individuals who are academi cally qualified for their particular careers; and that those individuals have the necessary salable skills. Student government should influ ence academic regulations and academic standards. How important are the national organizations to which A&M is af filiated? Which are the most impor tant and why? I think TSA (Texas Student As sociation) is probably one of the most important and it can be the most powerful. I think that TSA has one of the roles that can be greatly ex panded by being involved in more activities which affect all of the uni versities. I think the bigger role we play in TSA the more input we ll have. Christianity & Politics Are they compatible? Can the Bible answer the problems of our day?
