AUSTIN — The Texas Education
Agency today began an effort to lo
cate all schoolage handicapped chil
dren — as many as 10,000 of them —
who are not now in school.
State Board of Education Chair
man Joe Kelly Butler said the object
is to get all handicapped young Te
xans into public school special educa
tion programs.
The 1969 legislature passed a law
providing such training for every
handicapped child in Texas.
"We will search out handicapped
persons between the ages of 3 and 21
— young people who are blind, deaf,
physically handicapped, those who
have learning disabilities such as
language problems, the emotionally
disturbed and the mentally re
tarded,” Butler told a news confer
ence.
Door-to-door canvasses and the
news media will be used to reach
handicapped children not in school,
he said — “Their families will re
ceive counseling services, and the
children will begin receiving the
education they need.”
Butler said the project will be cal
led “Child Find. ”
He asked everyone who knows of a
handicapped child who is not in
school to call the local school district,
the regional education service center
or a toll-free number, 1-800-292-
9668.
“What happens then? The answer
is, ‘A lot.’ People’s lives begin to
change, for the better.
“The family of the handicapped
child will be contacted. An assess
ment of the child and of the family’s
situation will be made. If called for,
counselors will meet with the pa
rents to help work through problems
they have,” Butler said.
“As soon as possible, the child — if
found to be handicapped — will
begin receiving the education he
needs.”
Butler told of one case in which a
16-year-old boy was located who had
never been in school because he
could not walk. He had a wheelchair
at home, but the parents could not
move it to school and back each day
and could not afford to buy ai
wheelchair for use at school,

FORT WORTH — Seven persons
appeared Wednesday before the
Tarrant County grand jury probing
last week’s “senseless massacre” of
the Wayne Joplin family.
Even as the grand jury was hear
ing testimony, the uncle of one of the
dead victims said he and the victim’s
mother have spent sleepless nights
because of threats against their lives.
The Joplin family — Wayne, 42;
his wife, Fae, 40; and their two sons,
Kevin, 6; and Brian, 17 — were shot
to death Feb. 23 in their suburban
Blue Mound home. A son, Gregg,
23, said he returned home that even
ing to find his family lying in pools of
blood about the house, each shot
once. Investigators said Gregg Joplin
told them he spotted an intruder in
the house, grabbed a rifle and fired,
killing Terry Trice, 18, a neighbor
hood friend.

Sheriff Lon Evans has since said it
is “very doubtful” Trice murdered
the family. Joplin has refused to take
a lie detector test to substantiate the
truthfulness of his story, Evans said.
Evans said the refusal posed a
“major setback” in his investigation
because “we re right back where we
started. We now must consider a
number of possibilities.
Those subpoeaned to testify Wed
nesday included Joplin; his aunt,
Alice Leet; Esther Gomez, a
neighbor of the Trice family; Joseph
Hammel, Terry Rogers, and Val-
demar Gomez Jr., all friends of
Trice, and Linda Tow, a Joplin
neighbor.
Meanwhile, Trice’s mother,
