WASHINGTON — Here, in
brief, are the recommendations
made by the Watergate Special Pro
secution Force in its final report:
Campaign Workers
The President should not nomi
nate, and the Senate should refuse
to confirm, any person nominated
for attorney general, U.S. attorney
or a high Justice Department posi
tion who served in a high-level posi
tion in the President’s campaign.
Presidential nominees for heads
of such agencies as the Federal
Bureau of Investigation, Internal
Revenue Service and Secret Service
should be highly qualified persons
with independent reputations who
have not played leading roles in the
President’s political campaigns.
National Security
The administration should estab
lish a policy and disclose it publicly
stating the precise power claimed
by the administration in the name of
“national security’’ to authorize
warrantless foreign intelligence
searches and seizures.
Congress shoidd exercise effec
tive policy oversight of law en
forcement and intelligence agencies
to provide a restraint against the
possible misuse of such agencies.
Special Prosecutor
No permanent special prosecu
tion force should be established.
Justice Department
Each department employe
shoidd have to record in memoran
dum form all oral communications
with persons attempting political
persuasion or securing out-of-
channel access to department per
sonnel.
Conflict of Interest
Government attorneys shoidd be
required to press for ajudicial ruling
on whether an attorney represent
ing several clients poses a conflict of
interest and, if a conflict is found,
the attorney should be replaced.
Freedom of Information
The Freedom of Information Act
should be amended to make clear
that information furnished on a con
fidential basis to federal law en
forcement agencies is protected
from disclosure.
Law Enforcement Agencies
Such agencies as the Secret Ser
vice, FBI and IRS should respond to
presidential direction in broad pol
icy areas, but he prohibited from
becoming part of the President’s
political apparatus.
Campaign Finances
The Justice Department should
establish a policy to aggressively
prosecute government contractors,
unions and corporations that make
illegal political contributions.
Election laws should he amended
to permit officers and shareholders

New engineering students get a closeup look
at professional engineers at work next week.
The on-campus experience through the En
gineering Design Graphics Department s Visit
ing Engineer Program will aid students in
course design projects.
The first trio of three-engineer teams visit in
EDG classes Tuesday, announced Dr. James
Earle. By Monday, Oct. 27, 48 engineers will
have met with student design teams in consult
ing capacity.
Through the visit, students will get a broad
view of pro engineers approaches to design,
problem solving, applications and engineering
communications. Later this fall, the visiting en
gineers will return in teams to critique student
projects.
In its 10th year, the Visiting Engineer Prog
ram has involved almost 6(X) industry and gov
ernment engineers directly with Texas A&M
students.
“It is a highly valuable experience for student
design teams, commented Earle, head of the
Engineering Design Graphics Department.
During Oct. 21-27 visits, engineers provide
general guidance on team design projects. They
may draw parallels between student projects
and problem-solving examples from their own
experience.
At a second class meeting Dec. 2-8, the visit
ing engineers will critique student design
teams’ solutions and presentations.
Earle said the program helps students learn to
develop an original design, plus problem solv
ing principles and the importance of solution
presentation in oral, graphic and written form.
Projects in which student teams participate
require creativity, innovation and teamwork.
Each seven-student team works on an assigned
project. In one course, it may be an “instant
modular motel, overnight campsite, injury-
proof playground or manufacturing operation
for a child’s chair. Product design assignments
in another course will be on a garbage compac
tor, gate opener, overhead projector adapter or
p^le vault crossbar supports.
At least two teams in each class work on the
same project, to introduce a quasi-industrial
competitive situation.

sions authority should be expanded
to permit it to establish campaign
conduct standards and investigate
campaign tactics.
Forest
Science
ratified
The Forest Science Department,
formed five years ago, was recently
accredited by the Society of Ameri
can Foresters.
Dr. Robert Merrifield, head of
the department since its inception,
said the sanction was given in the
minimum time allowed by the Na
tional Committee on Accreditation.
The original department con
sisted of 12 undergraduates and four
faculty members, he said. There are
now 155 undergraduates, 23
graduate students and 17 faculty
members.
We performed a self-study and
last April were visited by a four-man
accrediting team from the society,
Merrifield said. “The whole process
took about 18 months.
The authorization was official on
Sept. 28 and A&M President Jack
Williams was notified by telegram
the next day.
“The visitation team made men
tion of our outstanding faculty,
Merrifield said. “Many of them are
nationally known. We also received
tremendous institutional strength
from the university.
The support of the College of Ag
riculture and an other supporting
branch of the university system, the
Texas Forest Service were also cited
by Merrifield.
Student leader
has active past
Unlike many of his fellow of
ficeholders at other universities,
Prairie View A&M junior class pres
ident Harold Brown brings some
firsthand experiences from the out
side world to his leadership of 600
juniors.
At 26, he has already experienced
life in the service, a war and a
fulltime job, realities only a relative
handful of college juniors have
faced.
The mechanical engineering
major was elected to his post last
week and is now leading the junior
class in planning important
Homecoming activities slated Nov.
1.
After that task is finished. Brown
hopes to bring class organization
into line so that the relatively large
junior class can find a receptive ear.
