Service jobs best Associated Press WASHINGTON — Public ser vice jobs emerged as the most effec tive ways to attack unemployment in.a study of government job- stimulation programs released by the Congressional Budget Office Tuesday. Alice Rivlin, office director, explained that the study was not de signed to show which of five poten tial programs was best. Each of the five has aspects which might appeal to various members of Congress, she pointed out. However, public service jobs came out ahead in most of the criteria cited by senators and House members seeking ways to cut the high unemployment rate of recent months. The July rate was 8.4 per cent, but it had reached 9.2 per cent in the recession. The other four programs consi dered in the study were accelerated public works, antirecession grants to states and cities, general tax cuts and increased government purch ases. The study indicated that a *1- billion public service jobs program initially would produce up to 125,000 jobs and cut the un employment rate as much as 0.11 per cent, could be started quickly and terminated easily, and would have a relatively low inflation im pact assuming it was aimed chiefly at low-income workers. The other programs had much lower job-creating potential. “The disturbance sets up a fluc tuating pressure on the 747 vertical stabilizer which can influence the fatigue life,” August said. “We re figuring out how to reduce the in tensity of the turbulent fluctuation in the wake. “The tail of the 747 is normally good for 60,000 flight hours,” he said. “This team is trying to produce an environment that will allow the tail to keep its long life. “The way that this is done is by placing an airscoop, a flat plate de flector 2 foot by 3 foot approximate ly, on struts from the nozzle section of the shuttle to deflect the turbu lence,” August said. “The strut sup ports are connected to the upper- center-line nozzle. “And, it’s working: We’ve re duced the turbulence fluctuation by 50 percent and we still have one more week to work on it, he said. The test at Texas A&M is pre liminary and will be followed by a flutter model test at the University of Washington, a transonic speed test at Boeing’s transonic wind- tunnel, and additional testing in NASA Ames 40 foot by 80 foot sub sonic wind tunnel. A large one-third sized model will be utilized in the final test. Initially, the orbiter will be taken up by the 747 and launched for flight testing. Later, when the orbiter is launched into space on a booster rocket system, the 747 will be used to ferry the shuttles to the launch sites at Kennedy Space Center and Vandenberg Air Force Base. Members of the Boeing staff es timate it will be a year to 18 months until the first flight of the combina tion. The flight test series should consist of about 20 flights. Tip fins have also been added to the tail of the 747, giving it the look of the old Super Constellation which sported triple vertical stabilizers. “The space shuttle blocked off some of the dynamic air stream so the tip fins were added to compen sate for this,” August said. Commission won’t quiz area agents Associated Press HOUSTON — The Warren Commission failed to act on a suggestion that every CIA and FBI agent in the Dallas area at the time of the death of President John F. Kennedy be questioned under oath. The Houston Chronicle said Tuesday that the suggestion by Waggoner Carr, now an Austin Lawyer, also called for interrogation of every CIA or FBI informant, spy, double agent, and undercover agent in the area. The Warren Commission report concluded that Oswald alone killed Kennedy on Nov. 22, 1963, in Dal las. . The copyright story by the Chronicle said a copy of a letter Carr sent on Jan. 29, 1964, toj. Lee Ran kin, chief counsel for the commis sion, is on file in the Texas State Archives in Austin. In addition to being Texas attor ney general, Carr also was chairman of a Texas Court of Inquiry into the Kennedy death. tu I he Chronicle quoted Carr as saying the intent of the letter was to have the commission “comb the depths” of both the FBI and the CIA. The letter was never answered nor acknowledged. Carr said he is “frustrated” to this ., day by the commission’s almost total reliance “on the integrity of agency directors at the time” in determin ing if Oswald was involved in some way with the FBI or the CIA. The letter was written, Carr said, five days after a Washington meet ing attended by the heads of the Warren Commission and the three-member court of inquiry. Carr said it was agreed by all parties present that rumors of Oswald’s link with the FBI or CIA would be explored. “All of the records were in the hands of the two agencies and, if they so desired, any information or files could have been destroyed or laundered prior to the time the commission could get them,” Can- said. “We knew that then, which is why we recommended what we did. “All along, I kept assuming they were interviewing all sorts of FBI and CIA people, from top to bot tom,” Carr said. “There was no way to double check, though, to see if they were.” Carr said he personally would be in favor of a new governmental in vestigation into the Kennedy death if “something turned up involving the FBI or the CIA and Oswald. “But I don’t think that’s going to happen,” he said. “Anything on paper has been destroyed by now. ” DRIVE CAREFULLY ALLEN Oldsmobile Cadillac SALES - SERVICE “Where satisfaction is standard equipment" 2401 Texas Ave. 823-8002
