Teague voted last week against a controversial bill to establish state and federal regulations for the sur face mining of coal. “The provisions of the bill would only result in increased costs for coal production at a time when this na tion is in critical need of inexpensive sources of fuel,” Teague said in a press release. Teague chairs the House Science and Technology Committee, which oversees federal non-nuclear energy research and development. “Furthermore, such arise in costs would encourage a decrease in pro duction and would, in turn, increase this nation’s dependence upon foreign sources of oil,” he added. “Some people have said this bill would help the mining industry, but as far as I’m concerned it is an anti coal mining measure, ” Teague said. “It calls for the establishment of an One-Stop Easter-Gift Shopping •Arrangements ^Plants > Gifts Town & Country P o t p o li n r i AAMCO^ AAMCO TRANSMISSIONS “America's Largest Transmission Specialist'' 1215 TEXAS 822-0109 expensive new federal commission and costly enforcement procedures on both federal and state levels.” “We have learned from such suc cessful projects as the lignite mining operation in Fairfield, Texas that with some federal incentives, pri vate industry can and will work in cooperation with the citizenry to repair the land to its original state - without the establishment of more and more unnecessary federal con trol,” Teague said. The House passed the measure 333-86 March 18, and the Senate passed its version (S7) on March 12. The two measures now go to confer ence before final passage. Basic provisions of the House measure would establish key en vironmental standards including prohibition of dumping of spoils downslope in mountainous areas; reguire that mine sites be regraded to approximately original contour; would include back filling of the final cut to eliminate high walls; would require revegetation; would establish water quality standards for the programs. The bill provides states 30 months to prepare regulatory prog rams of their own. Should they fail to meet federal standards, the fed eral programs would go into effect. The bill would establish a program for federally designating areas un suitable for surface coal mining and would establish a new office of sur face mining reclamation and envi ronment. Both members and non-members of the league can display their work to be judged. Non-members must pay a $2 fee per entry. Mike Perrin issued an injunction early this morning to stop filing for Student Government elections, scheduled to begin at 8 a. m. today. The injunction was issued to Election Commissioner Susan War ren at the request of Student Vice President for Student Services Barry Brooks. Brooks said he asked for the in junction because the voting categories were not reapportioned as required by the student govern ment (SG) constitution. The con stitution said the Student Senate Advance placement offered m shall reapportion itself annually if necessary by a two-thirds vote of members present and voting. The injunction cited an increased enrollment of 16 per cent since the last reapportionment and said dam age to candidates and constituencies would result if election filing began before the required reapportion ment takes place. Brooks said the SG executive committee voted Monday night to ask the senate to approve the pres ent apportionment at its Thursday meeting. The bill would be placed on emergency reading which means a vote can be taken after first read ing.
