Oil exporters face price problems

ALGIERS (AP) — Ministers of
the Organization of Petroleum Ex
porting Countries appeared at odds
Monday over how to keep prices
high as surpluses accumulate in the
face of declining consumption in the
West.
Informed sources said the discord
among oil, finance and foreign
ministers was over whether to seek
a general production cutback or to
allow prices and output to be de
termined by market forces.
The ministers, preparing for the
first-ever OPEC summit beginning
Tuesday, met for four hours, with
the production issue at the center of
discussion. The sources said confu
sion prevailed, and further meet
ings were possible Monday night.
Heads of state began arriving
Monday, coming into a city be
decked with slogans saying, “OPEC
is the shield of the Third World. ”
Among them were Presidents
Carlos Andres Perez of Venezuela,
Guillermo Rodriguez Lara of
Ecuador and Bernard Albert Bongo
of Gabon, and Sheik Sabah Salem al
Sabah of Kuwait. Shah Mohammed
Reza Pahlevi of Iran was expected.
King Faisal of Saudi Arabia was
not coming, which was interpreted
as his displeasure with OPEC’s
rigidity on prices. Leaders of In
donesia, Libya, Nigeria and Iraq
also were staying away. Nigeria and
Indonesia do not want a confronta
tion with the West. Iraq has differ
ences with Iran, and Libya differs
with less radical Arab states.
Foreign Minister Abdelaziz
Bouteflika avoided questions on the
reported disagreement among the
ministers on production and prices.
“The mission of the ministers was
to prepare the summit, he said,
“and I cannot prejudge any deci
sions that our leaders could make.
This indicated they had reached a
consensus on principles to govern
the oil countries’ coming dialogue
with consuming nations hut had
bucked the pricing issue to their
chiefs.
The decline in oil demand since
early this year has posed the
greatest challenge to OPEC’s cohe
sion since the oil cartel quadrupled
prices more than a year ago. With
revenues falling, OPEC leaders
have to decide how to apportion los
ses among themselves.
Saudi Arabia is against imposing
any artificial production cuts and is
prepared to let market forces drive
the price of oil down somewhat,
sources said. With Saudi Arabia
being OPEC’s leading exporter and
the member with the greatest oil
and monetary reserves, its view
may well prevail.
Other members, however, de
mand that OPEC as a whole keep
production at the level of demandto
keep prices up. The sources said
Algeria, Iraq and Libya were tlie
main proponents of this stand.

AUSTIN (AP) — Texas legislators
called the roll Monday, took a few
votes on minor bills and resolutions,
then quit until Tuesday.
A heavy schedule of committee
meetings, including another session
on proposed state regulation of
utilities, occupied many of them in
the afternoon and night.
An expected Senate debate on a
new voter registration law was post
poned until Tuesday. Sen. W. E.
Snelson, D-Midland, the author,
said several senators wanted more
time to prepare proposed amend
ments.
The Senate approved and sent to
the house a bill making an
emergency appropriation ol
$748,888 to the Texas State Techni
cal Institute at Waco to replace a
burned building. A similar vote ap-
proved a House-passed bill granting
the comptroller’s department;
emergency appropriation ol
$472,(KM) to finish out this business
year.

Monday.
The court struck down by an 8 to 1
vote a Georgia law which made it a
misdemeanor to publicize the iden
tity of girls or women who had been
raped. Justice William H. Rehn-
quist dissented on procedural
grounds.
In other actions, the court:
— Ruled eight to one that federal
prosecutors may appeal a trial
judge’s order dismissing criminal
charges when the dismissal takes
place before an actual trial.
— Upheld the constitutionality of
a New Hampshire law requiring a
person to have lived in the state
seven years before running for the
state senate.
— Declined to hear an appeal
from a decision denying damages for
deaths and injuries suffered by stu
dents during a 1970 disturbance at
Jackson State College in Missis
sippi.
— Put off until its 1975-76 term
government appeals from lower
court decisions which struck down a
ban on hiring alien residents for
government jobs and restrictions on
the eligibility of such aliens for med
icare.

undergraduate student must have at least one year in
residence and credit for at least ninety-two (92) semester
hours. A year in residence may consist of the fall and
spring semesters or one of the above and a full summer
session (both the first and second terms). The hours
passed at the preliminary grade report period on March
12, 1975 may be i
1975 may be used in satisfying this ninety-two hour
requirement. Students qualifying under this regulation
should leave their names with the ring clerk, room
seven, Richard Coke Building. This should be done
prior to March 12th in order for all records to be checked
to determine ring eligibility. Students already having
ninety-two (92) completed hours on record may order at
any time since regular orders are sent in at the end of
each month. Graduate students are eligible to order with
proof (receipt) that they have filed for graduation.
Orders for mid semester will be taken by the ring clerk
starting March 24, 1975 and will continue until Mav 1.
1975 at 4 p. m. All rings must be paid for in full when the
order is placed. Students will save time if they will bring
grade reports along when
ready to order. Students who fail to leave their names in
advance will be asked to return later to allow time for
records to be checked. The rings are due to arrive at the
registrar’s on June 17, 1975. All rings ordered, regard
less of whether on March 24, 1975 or May 1, 1975, will
arrive at the same time.
The ring clerk is on duty from 8 a. m. to 12 noon and 1
p.m. to 5 p.m. of each week, Monday through Friday.
However, in order for records to be checked, orders
must be placed prior to 4 p.m. during this ordering
period.
