Ferkiss to discuss government change Dr. Victor C. Ferkiss brings a specialty in futuristics to the 20th Student Conference on National Af fairs. A professor at Georgetown Uni versity, Ferkiss has appeared before Congress to discuss policy formula tion through application of futuristic methodology. His SCONA XX topic will be “The Future of Government: Evolution of Federalism. ” Dr. Fer kiss will speak at 10:30 a.m. Friday, at 10:30 a.m. Friday. Victor Ferkiss Areas Ferkiss can be expected to cover are government’s possible fu ture role at all societal levels, con centration and centralization of government and possible changes in attitude toward government. The future of government seg ment of SCONA XX may also bring out discussion of other areas: Will policy formulation use computer simulation techniques? Does pro test politics have a future? Will trad itional parties give way to some thing else? Will tools for consensus decision-making be created? Are al ternatives to America s present con stitutional form of government going to be necessary? Ferkiss teaches government at the Washington, D. C., university. He has books on foreign aid, Africa’s search for identity, technological man and the future of technological civilizaKon. His Congressional tes timony included ways government should evolve to meet the needs of people. The 49-year-old professor has de grees from California, Yale and Chicago, with his Ph.D. in political science awarded in 1954. Ferkiss was a Peace Corps consul tant on African programs, and has taught in Trinidad and British Col umbia plus a number of U. S. in stitutions. Grant, will speak to SCONA XX de legates at 10:40 a.m. Thursday. The talk, “International Resource Allocation in the Future, ” will be in the Rudder Center. Council, Grant was an assistant ad ministrator for the Agency for In ternational Development (AID). He directed the AID program in Turkey from 1964 to 1967. The Overseas Development Council is a non-profit center for study, research, analysis and educa tion and Grant has been its presi dent and chief executive officer since its establishment in 1969. Grant brought the organization about 20 years experience with economic development issues in Asia and the Middle East. Before his appointment to the From 1962 to 1964 Grant had the title Deputy Assistant Secretary of State for Near east and South Asian Affairs. Previous to that assignment he served as deputy to the director of AID’s predecessor, the Interna tional Cooperation Administration and organized programming and planning. Grant has also worked in Ceylon, China and India and currently re sides in Washington, D.C.
