Rockefeller Commission to view Kennedy films
Conspiracy evidence brought to CIA prob
WASHINGTON (AP) — Come
dian Dick Gregory gave the Rock
efeller Commission what he
claimed Tuesday was new evidence
that President John F. Kennedy was
the victim of a CIA assassination
plot.
Gregory’s claim was based on
amateur moving picture film of the
assassination and on a newspaper
photograph made soon afterward.
Both have been examined previ
ously by the Warren Commission,
which conducted the official gov
ernment investigation of Kennedy’s
death, and other investigators.
A spokesman for the Rockefeller
Commission, created by President
Ford to investigate allegations of
domestic spying by the CIA, said
“we will consider every bit” of evi
dence presented by Gregory and
two associates.
Robert Groden, 29, who iden
tified himself as a “photographer
and photo optical specialist” work
ing with Gregory, showed the mov
ing picture film at a news confer
ence. Ralph Schoenman, also a
Gregory associate, displayed a still
photograph which he said showed
convicted Watergate conspirators
E. Howard Hunt and Frank Sturgis
at the scene of the assassination.
The moving picture consisted of
film made by Abraham Zapruder as
Kennedy was shot while his motor
cade passed by the Texas School
Book Depository in Dallas on Nov.
22, 1963, with some footage splices
in some film Groden said was made
by another amateur, Orvillw Fixon.
The Zapruder film shows Ken
nedy clutching at his throat and be
ginning to lean forward after he is
first hit, when suddenly the right
side of his head explodes and he
rocks violently backward and to the
right.
Groden said this clearly shows
that Kennedy was killed by a shot
from the front and not from the
School Book Depository to the rear,
as concluded by the Warren Com
mission. This argument has been
made by critics of the Warren
Commission report since it first ap
peared.
Groden also said the movie film
showed a rifleman hiding in a clump
of trees and another man pointing a
rifle from a grassy knoll near where
Zapruder was standing.
Other critics in the past have
made the same argument in con
tending that Lee Harvey Oswald,
identified by the Warren Commis
sion as the sole assassin, did not act
alone. Frames purportedly showing
men in blow-ups from the movie
film were indistinct and reporters at
Gregory’s news conference — as in
the past — could not tell whether
the film showed hidden men or
shadowy effects caused by leaves
and poor lighting in the jumpy
amateur film.
The Warren Commission ex
amined the original film. Time
magazine owns the original Zap
ruder film and has never shown it
publicly. Groden declined to say
where he obtained a copy.

Municipal League urges
^ utility regulating agency
Warrant issued for Carmichai
and ten car corporation officii
AUSTIN, Tex. (AP) — Directors
of the Texas Municipal League ap
proved Wednesday a strong state
ment urging the legislature to
create a new state agency to help
local officials in regulating utility
companies.
Bill Neu, Denton mayor, said the
six-point package was adopted
unanimously by the directors. Neu
said most details of the TML prop
osals have already been drafted and
a final bill is almost completed.
Highlights of the TML proposals
included:
—Complete rewriting of all laws
presently governing local gas, elec
tric, telephone and other non
government utility rates.
“A new straightforward statute
needs to be written which puts local
officials, individual consumers and
utility companies on notice as to ex
actly what constitutes fair and
reasonable’ utility rates.”
—Uniform reporting require
ments for all utility companies are
regulated by local government.
— “It is imperative that the Texas
Legislature approve the creation of
a state agency staffed by utility ex
perts to assist local officials with
their utility regulation duties.”
—Explore the feasibility of
county government regulation of
public utility services and rates in
unincorporated areas.
—Regulation of intrastate long
distance telephone rates. “It would
be more practical to place this duty
in an existing state organization,
such as the railroad commission or
the attorney general’s office.”
—Establish a state level agency
with jurisdiction to handle appeals
over all local utility rate matters.
“The new state level agency, com
posed of nine members appointed
by the governor, would provide a
forum for any contested rate case by
any party-local government, the
consumer, and utility companies.”

DALLAS (AP) — Arrest warrants
charging conspiracy to commit theft
were issued Wednesday by the Dal
las County Sheriff’s office against
Mrs. Elizabeth Carmichael, presi
dent of Twentieth Century Motor
Car Corp., a firm that moved to
Texas from California last week.
Sheriff deputies went through the
home of Mrs. Carmichael Wednes
day evening and were told by a
neighbor she had not been in the
house all day.
Deputies also sought Mrs. Car
michael and other officers of the
corporation in the firm’s new head
quarters where they found only a
representative of the official re
ceiver for the company appointed
by a state district court Tuesday.
A spokesman for the sheriff’s of
fice said the arrest warrants also

trying for
better limbs
Bioengineers at Texas A&M Uni
versity are working with their medi
cal colleagues at Baylor College of
Medicine and the Texas Institute for
Rehabilitation and Research to de
vise better health care techniques
including new ways of attaching arti
ficial limbs.
Present emphasis is on prosthetic
studies of how direct skeletal at
tachment of artificial limbs (DSA)
may be achieved. With this
method, a bio-compatible leg sys
tem will surgically be attached to an
amputee’s stump. Once the entire
process has been developed and
proven functional by experimental
animal surgery, individuals now
using removable prostheses can
have more normal function.

Twentieth Century Motor Car
Corp. moved here from Encino,
Calif, announcing that it intended to
start production of its three-wheel

claimed the auto can give 70 miles
per gallon of gas and is made of a
new plastic material that withstands
crashes of up to 30 miles per hour
without damage.
The company moved here shortly
after it was enjoined in California by
the State Department of Corpora

the public. The state agency said the
firm did not have enough capital to
back up investments.
