Architects devise energy conservation proposals
Architects doing research for the
Governor’s Energy Advisory Coun
cil have come up with planning and
practical proposals for conserving
energy.
Dean Raymond D. Reed of the
College of Architecture and En
vironmental Design said a more en
vironmentally minded type of ar
chitecture is gaining acceptance.
Anti-cancer
researcher
will speak
A Michigan State University
biophysics professor credited with
discovering new anti-cancer agents
will speak at a Chemistry Depart
ment colloquium Thursday.
Dr. Barnett Rosenberg will dis
cuss “Platinum Coordination Com
plexes in Cancer Chemotherapy” at
4 p. m. in room 229 of the Chemistry
Building.
Dr. Minoru Tsutsui, who is coor
dinating arrangements for Dr.
Rosenberg’s visit, noted the talk is
open to all interested persons.
The presentation will deal with
the new class of platinum-
pyrimidine complexes believed to
possess improved anti-tumor prop
erties and lower toxicities.
“Because of their high solubility
and specificity of action with nucleic
acids, they are also usable as elec
tron dense cytological stains for
electron microscopy,” Dr. Tsutsui
explained. “These stains produced
evidence that tumor cells contain
DNA on the cell surface, while
normal cells do not.
He said this discovery has “in
teresting consequences with regard
to understanding cancer at the
molecular level and suggests a new
rational for chemotherapy.”
Dr. Rosenberg has been at
Michigan State since 1961 when he
joined with the late Prof. Leroy G.
Augenstein to begin a graduate-
level biophysics department.
Earlier in his career Dr. Rosen
berg was a member of the physics
faculty at Ne\V York University and
previously was a senior research
physicist for Westinghouse. He
earned his B.S. at Brooklyn College
of City University of New York and
M S. and Ph D. at NYU. He
studied abroad at the Federal Insti
tute of Technology in Zurich and
conducted a year of post-doctoral
work at NYU’s Institute for
Mathematical Sciences.

Reps pass
RR loan bill
WASHINGTON (AP) — The
House passed a bill Tuesday au
thorizing $2 billion in federally
backed loans for railroads.
The vot^ was 377-15.
The loans would help the rail
roads improve their physical plants
and tracks and increase their
freight-car fleets.
In addition, the bill would make
regulatory revisions for all kinds of
surface transportation including
rails, trucks and barges.
It also would ban any dis
criminatory state or local taxation of
transit property, giving govern
ments three years in which to
equalize their tax structures. An at
tempt to modify or delete this sec
tion failed 314-79.

shelter styles of the 1950’s and 60 s.
“In the 40’s and 50’s architecture
was open with lots of glass, but with
the advent of the bomb scare, ar
chitecture went to bunker type
buildings,” mused Reed, who
serves as project head. “It reflected
the change in attitude of the coun-
try .:
“The energy problem is forcing us
to be more realistic in design,” he
added. “Now we have to create a
sustainable human and natural en
vironment.”
“I see regional architecture in the
future, designed to take advantage
of the climate and ecology of the
locale,” Reed continued. “I also ex
pect a shift in population from the
large metropolitan areas to smaller
cities where services are easier to
get to, also a move to milder
climates—to the southern states. I
believe Texas will be high on the list
for this influx of population.”
The environmentally-minded
type of architecture incorporate
many of the suggestions that were
made in the TAMU report that will
add the state in determining
policies as the energy crisis progres
ses. Some of the recommendations
to the governor include:
• Multifamily housing (row
houses, apartments, con
dominiums) are less expensive to
heat and cool than single detached
houses. The single-family dwelling
wastes the greatest amount of
energy.
•An energy budget should be es
tablished that would show expected
monthly utility bills per square foot
of residence so a homeowner could
establish goals. Higher rates could
be charged for people who exceed
their energy budget. Energies de
rived from other sources than fossil
fuels (wind, solar, geothermal)
would not be counted in the energy
budget. This would stimulate in
novative developments and re
search in new energy sources.
•Estimated energy consumption
should be provided by home buil
ders. This would permit compara
tive shopping by home buyers seek
ing an energy-efficient dwelling.
• Use of energy derived from
scarce fuels in new construction
should be conserved.
• Natural ventilation can be used
to reduce the reliance upon
mechanical environmental control
systems.
•Audits would be made of com
mercial buildings to determine pos
sible energy conservation.
• Reduction in lighting in com
mercial buildings offers the greatest
potential for conservation.
•Turning off a building’s mechan
ical system during unoccupied
hours could result in significant
energy savings.
•Community energy use is
