Page 4 THE BATTALION TUESDAY, OCTOBER 15 Board hears cases and trial procedures Student Government Judicial Board strived to formalize hearing procedures Sunday. The board discussed having a time limit for the summation of a case. A summation is the final sum ming up of a case before the final decision is made. “Summations have taken a huge bulk of the trial, Michael Perrin, senior member, said. “If they think it’s relevant, it’s our responsibility to listen,” said Sam Walser, graduate board member, opposing a time limit. A time limit would not be en forced while evidence was being given. Designating attorneys to the board was another formalizing pos sibility discussed. The rule would eliminate people other than attor neys arguing for the case. Standard procedures for motions such as delay and recess will be set and put in written form. The proce dures will be given to the attornies at the beginning of the hearing. Creating a grand jury was prop osed by Perrin because there has been “a problem with the flow of information. ” Members of the proposed jury would be randomly drawn from the student body to assure the absence of internal politics. Some members of the board said a grand jury would slow processes. Since the judicial board will deal with election cases, they pointed out, the time element could affect Tickets, fees, budget concern student finance VP “Personally, I feel if a guy gets caught the first time it may dawn on him that he can’t park illegally and get away with it,” said Curt Marsh student vice president of finance. Marsh discussed parking tickets, student service fee allocations, building use fees and budget priorities in a “Battalion” interview Wednesday. He said in the past the across- the-board $5 fine for parking viola tions had been excessive. His resolution making the fine for a first offense $2, passed by a voice vote at last Wednesday’s Senate meeting. Calling the senate’s relationship with the administration decent. Marsh said he tries to keep up with administration action on various fees and acknowledged there have been some misunderstandings. One he cited was the interest on student service fees. About $535,000 in student services fees flows throughout the year into an account administered by the State Controller, said Marsh. He said the account is specifically for student-oriented expenses. The administration has been putting the higher than 5% interest of several thousand dollars into an auxiliary services account, according to him. Money in the auxiliary services account can be used to pay for al most anything in the university, said Marsh. Marsh said the interest as well as the fees themselves should be placed in the state account for stu dent oriented activities. President Jack K. William’s ac tion in putting $1,200 of the interest back into the state account was to kenism, said Marsh. He said the senate had been dis cussing the issue with the administ ration. Howard Vestal, assistant vice president for business affairs, exp lained that the $535,000 in student service fees last year was allocated immediately and earned no in terest. Only the surplus was put into a time deposit account, earning the interest of $1,200 which was put back into the student services ac count, said Vestal. The Finance Office informed Marsh that next semester the Board of Directors may raise the building use fee from $3.50 to $6. Marsh said the $2.50 increase is necessary to help finance $25 mill ion in 20-30 year bonds for east campus construction. The interest on the bonds is 8-9% annually. The university can finance the bonds with loans up to six and three-fourths of the permanent uni versity fund. The rest has to be matched by building use fees, he said. The permanent university fund was established in 1876 to create a first-class university. It consists primarily of revenue from 2.1 mill ion acres in West Texas. Oil was discovered on the land in the 1920’s and the revenue is about $35 million a year. The University of Texas receives two-thirds and TAMU one-third. Commenting on the increase in building use fees. Marsh said, “That’s the way it has to go. We at least know what’s going on. “I’m surprised how open the Fi nance Office has been with us. < m w J Whether we agree or not is irrelev ant. At least they tell us.” Marsh said he considered student government’s purpose to be repres enting students and serving their needs. “We can’t claim we re doing a perfect job. We may have our biases. But we do the best we can and air the issues,” he said. The biggest increases in the se nate budget reflect a higher priority this year on academic and external affairs, said Marsh. He said a lot of effort is being put into getting published evaluations. The $15,000 allocated for academic affairs may not all be spent. The senate has a higher level of communication now with NSL and NSA and is using some of their re sources not tapped before, said Marsh. For travel to conventions and conferences, the senate has allo cated $1200 this year. According to Marsh, the senate hired a full time secretaiy because increased involvement in external affairs meant more correspondence and a heavier work load. Marsh emphasized that the budget may not completely reflect all the senate’s priorities, saying, “We can do a lot of talking with the administration without spending money. If a member of the board is per sonally involved in a case, he will announce that he is involved and leave. The quorum will stand if a member leaves for a valid reason. A quorum, the minimum number of members required to be present for the board to transact business, is presently seven members. To initiate an appeal, a student has to file a petition in the Judicial Board Appeal Box located in the Student Government Office.
