“That issue was not mine-; that
was brought to me,” said Koldus.
He explained that a memo came
from J. W. Stark, director of the
MSC, asking that programming
of all events be approved by the
MSC.
“Control should be a matter of
centralization and organization,”
Koldus said. “Anything within
the confines of the university can
not operate all alone. That is
idealistic and impractical; it has
to be tied down. All of the admin
istration is constrained.
“Anything can be educational,”
said Koldus, and then asked if
“anything” should be allowed on
campus.
“I think that anything the stu
dents want to find out about, they
should be allowed to study,” said
Manning. “No constraints.”
Koldus asked if Manning
thought he would always feel
that way 20 years from now.
“I hope so,” said Manning. The
audience applauded.
“You’re all idealistic,” said Kol
dus.
The discussion moved to the
question of prior restraint on the
newspaper, and Speer described
efforts to censor portions of pho
tographs of streakers in the pa
per. This led to his search of who
has final authority of the content
of The Battalion.
“I received vague answers on
who has this authority from ev
eryone except President Williams,
who assumed that final respon
sibility,” said Speer.
“In my memory, it was Rod
Speer who made the decision to
put the stars on the pictures,”
said Stephenson. “It was under
pressure, I agree, but it was
pressure to make Rod use his
judgment.”
Stephenson said he hasn’t faced
the problem of censorship in the
seven and a half years that he has
been associated with “The Bat
talion.”

hausted all avenues in the uni
versity, but was not ready to take
the matter of the First Amend
ment to court. He said that he
would assume that the clause in
the university rules and regula
tions handbook that states only
the editor has authority on the
content of the paper is reality
until that clause was again chal
lenged by the administration.
Stephenson concluded, in agree
ment with several earlier state
ments by other members of the
panel, that if the paper wants to
be completely independent, “then
I think the answer is to go off-
campus.”
Manuel Davenport, faculty
sponsor of the SCLU, wrapped up
the discussion. “I think I know
what would happen if the SCLU
or the Batt went to court, but I
hope that doesn’t happen because
of the harm that would be done
along the way. I hope this panel
has served the purpose for pro
viding other channels of commu
nication.”
