ganization, is a consultant to the
Office of Civil Rights.
“Mexican - American students
are placed in a white, English-
speaking middle class school and
told that the language their moth
er speaks is wrong, that they
were bad guys at the Alamo and
that they are low-class students,”
he said.
“It’s like putting a round peg in
a square hole. It just won’t fit.
Now, the peg and the square hole
taken separately are fine, but put
together, they just won’t work,”
he said.
Cardenas cited study after
study that showed five basic
trends in Mexican-American edu
cation. Throughout the nation,
studies showed 50 to 90 per cent
of Mexican-American students
leave school before the 12th grade.
“IT’S AN ATROCIOUS system
if a minority student cannot have
better than a 50-50 chance for
high school graduation,” Cardenas
said. “Twenty per cent of the
migrant children never even en
roll in schools.
“And those who stay in have
a poor showing, with a seventh
grade Mexican-American lagging
two years behind the national
norm for average seventh grad
ers. Eighty-three per cent fail at
lease one grade, too. But the
worst part is that many Mexican-
American students are placed in
special education classes for men
tally retarded children. My God,
there must be something wrong
with a system like that!
“The cultural background of
Latins is virtually ignored in text
books and teaching aids, and
teachers seem unwilling to en
courage bilingual educational de
velopment. In Europe students are
not considered educated until they
master a second language, but

The beau is a new campus func
tion requiring single male appli
cants to submit an application
and black and white photo to the
Student Council of Social Activi
ties at TWU before April 12.
The guy can enter himself or
a girl can present a boy as Tessie
Beau by sending the application
to him.
Applicants should be available
for interview on the morning of
April 27 at TWU.
Applications may be obtained

guage.
“THE ADAPTABILITY concept
saying the child should adapt to a
different culture is asinine and
can be psychologically damaging.
Schools now help blind and physi
cally retarded children, why not
Mexican-Americans?” Cardenas
asked.
“The overall philosophical views
of minorities must change to con
sider our children as capable of
learning and contributing to soc
iety. We must change school pol
icies to encourage minority input
in all activities especially the cur
riculum.
“The lack of understanding
counselors and Mexican-American
educators cannot continue. Not
even Texas A&M is educating
students on how to handle minor
ity groups in the classroom,” Car
denas said.
He noted that the government
is pouring some money into var
ious bilingual programs through
out the nation, but said the pro
grams are spread too thin to be
effective. Another obstacle was
the lack of funds in local school
districts where, he charged, the
basic educational needs of Mex
ican-Americans are clearly ig
nored.
CS okays plats
The College Station Planning
and Zoning Commission approved
its only two agenda items last
night in what commissioners call
ed “our shortest meeting in his
tory.”
The Commission took only fif
teen minutes to approve two fi
nal plats for the Southwood Val
ley subdivision and the Camelot
development. Both are southwest
o fthe intersection of Farm-to-
Market Road 2818 and Highway
6.
The Southwood Valley plat was
approved after the commission
ers amended it with a request for
sidewalks on the west side of
Brothers Blvd.
Both plats rezoned their re
spective areas as single-family
residential.

will go for renovations of Hensel
Park, the World YMCA Service
and freshman scholarships. The
largest amount raised by any one
walker was $348 by Melva Ball.
“Sponsors” recruited by the
walkers agreed to pay money for
each mile walked.
Many persons were supported
by only one sponsor, but some
also had many sponsors for the
walk. The largest number of
sponsors held by one person was
143 by Sherry LaBuda.
High school students as well as
TAMU students and faculty took
part in the walk. The youngest
person who walked for the pro
gram was a 10-year-old boy.
