push for legislation denying bail
to those arrested for heroin traf-
(ficking and setting mandatory
prison sentences for convicted
pushers.
President Nixon is expected to
ask for the legislation in a mes
sage to Congress next month.
With White House support, the
Drug Enforcement Administra
tion is mapping a lobbying cam
paign.
The administration bill was in
troduced in the House and Sen
ate about 10 months ago but never
moved out of committee for a
number of reasons. However, the
Senate last April passed another
measure containing some of the
administration proposals on man
datory sentencing.
Officials of the Drug Enforce
ment Administration say they
now have fresh statistics support
ing a revival appeal for a pre
ventive detention law.
The agency’s chief of congres
sional relations, Gene H a i s 1 i p,
said the bill apparently will be the
subject of any presidential mes
sage of heroin trafficking. If
there is a fresh administration
proposal, he said, the White
House hasn’t told his agency
about it.
Last year’s administration bill
would require federal judges to
jail many suspected narcotics
dealers without bond pending
trial, extending preventive deten
tion nationwide for the first time.
After rancorous debate, Con
gress enacted a preventive deten
tion bill applying to the District
of Columbia early in the Nixon
administration, but D.C. law en
forcement officials have used it
only rarely.
Haislip noted that the narcotics
bill, unlike the D.C. law, would
require a judge to determine
whether the suspected pusher fit
certain categories before denying
bond.

tention: if the suspect had a pre
vious drug conviction; if he was
arrested while on probation or
other felony; if he was arrested
in possession of a false passport;
if he was a fugitive from another
federal charge; if he had a previ
ous fugitive conviction; or if he
was a nonresident alien.
If the suspect met any single
classification, the judge would
be required to deny bail “in the
absence of compelling circum
stances to justify” releasing him.
Haislip said the bill also would
require a speedy trial for those
held without bail.
The bill does not define speedy
trial, but Haislip said the admin
istration might accept a congres-
sionally-imposed deadline.
Haislip said his agency wants
a preventive detention law be
cause hard core professional deal

their release on bail, a wait some
times as long as a year before
trial.
The administration bill also
would require judges to send con
victed narcotics traffickers to
prison for mandatory minimum
sentences of five years for a first
offense and 10 years for a repeat
offense.
Haislip said both the mandatory
sentencing and preventive deten
tion proposals are directed at ma
jor dealers in heroin and other
hard drugs, but are not aimed at
addicts and the casual peddler of
marijuana.

WASHINGTON (AP) - President
Nixon was quoted by a congressman
Wednesday as saying he is going to
“fight like hell” the pressures
mounting against him and will not
consider resignation.
Rep. Peter H. B. Frelinghuysen,
R-N.J., said Nixon made the statement
Tuesday during a later afternoon meet
ing with a group of GOP congressmen
who Frelinghuysen said have been
“apparently loyal to the President on
key issues.”
Frelinghuysen said Nixon spoke on
domestic and international issues and
then launched into a discussion of
politics and said “that this year had
been a tough one for him for reasons
we were all aware of, as he put it.”
Frelinghuysen quoted Nixon as
saying that “under no circumstances
could I consider resignation though it
might not be a bad life to live” on a
pension.
“In this country we could not allow
the government to be overturned by a
mass assault on the President.”
Frelinghuysen quoted Nixon as saying.
Another congressman who attended
the meeting, Rep. Craig Hosmer,
R-Calif., said, “he (Nixon) said about a
half dozen times he was not going to
be drummed out of office. He was not
going to resign.”
Reporting on a meeting Wednesday
between Nixon and a group of
Southern Democratic congressmen,
Rep. Bob Casey, D-Tex., said Nixon
brought up the subject of impeach
ment and said it would be bad for the
country.
Rep. Ray Roberts, D-Tex., said it
was “a strange meeting . .. there were
just a few people there, I guess not
more than 20. He said flatly he
wouldn’t resign but they could kick
him out if they wanted to.”

take part Friday in the South
west Fat Stock Show and Expo
sition parade in Fort Worth.
The cavalry troop of the Corps
of Cadets will be making its first
solo appearance, noted Com
mander Mike Collins of Dallas.
The colorful unit marched last
fall with the corps, including a
Corps Trip to Fort Worth. It
was organized last summer and
named for Col. Thomas R. Par
sons, commandant of cadets.
Parade units move out at 2 p.m.
and will follow the same down
town Fort Worth route of the
Corps Trip parade, Collins said.
The unit will march as a single
platoon.
