Watergate, Agnew Blamed for Amendment Failure
(Continued from page 1)
• “Obviously, the vote on the
lunendment was adversely af
fected by the tragic events on the
national level that have crushed
jublic confidence in our political
Bid governmental system,” he
id.
He called the pay raise and an-
lual sessions amendment an “op-
ortunity” to improve state gov-
rnment.
“The continuing saga of Water
gate, the vice president pleading
guilty to a criminal charge and
resigning and most recently the
talk of impeaching the president
have left the people of this coun
try in shock, disbelief and be
wilderment,” Daniel said.
The speaker said that Water
gate created a public mood”
against politicians but it was Ag-
new’s resignation that sank the
pay raise ship in Austin.
“Had it not been for Water
gate and Agnew the pay raise
would have passed,” he said.
But Daniel said the issue will
rise again Jan. 8 when lawmak
ers consider a new state consti-
tuition to submit to voters.
He explained that the draft giv
en the legislature for considera
tion calls for a special salary com
mission to recommend pay for
legislators and other public offi
cials. It would then be up to the
legislature to set its own pay
within the maximum recom
mended by the commission.
“If the mandate from the peo
ple is as strong as it looks now,
if we even go the pay commission
route, we’ll have to submit it to
the voters as a separate issue,” he
said.
Election officials had predicted
voters at Houston, lured to the
polls also to elect a new major
and ballot on other local issues,
would likely determine how the

amendments vote went.
Of the 173,000 votes
Harris County, 54 per cent
vored Amendment 1.
Late returns from
showed two-term city councilman
Dick Gottlieb faced an apparent
runoff with lawyer Fred Hofheinz
for mayor.
Voters across the state gave
Amendment 4 solid backing.
Amendment 5 also won strong
approval.
Amendment 6 gained support
after hours of close running.
The Constitution, written in
1876 and probably to be replaced
next year by voters, is now thus
amended following Tuesday’s
vote:
Amendment 1 — No pay raise
for legislators and no annual ses
sions.
Amendment 2—Homestead pro
tection extended to unmarried
homeowners.

Fed Mart
To Open
Savings on family items such
as food, clothing, TV’s and ste
reos, cameras and sporting goods
will soon be available at Texas’
thirteenth FedMart Savings Cen
ter, which opens here Thursday.
The store, located at 701 Uni
versity Dr. East, will feature a
complete supermarket and 20 oth
er departments. A gasoline sta
tion and auto service center will
open in 1974.
The 34,000 square foot facility,
which will be managed by Fred
Whiddon, will be staffed by 100
employes, most of whom are from
the Bryan-Callege Station area.
Whiddon said the store will not
give away trading stamps or use
promotional gimicks as games or
contests that add considerable
costs to business.,
Sales personnel in FedMart do
not receive commission on their
sales, which discourages any prac
tice of using bait advertising to
lure shoppers to the store.
