jury which returned 10 indict
ments in the Houston mass mur
ders of 27 teen-aged boys ended
its term Thursday with a blast at
local law enforcement officials.
The grand jury issued a report
critical of the police and district
attorney’s office, saying their in
vestigation “lacked professional
imagination, thoroughness and
professional coordination.”
The jurors said the Houston
police abandoned the investiga
tion about Sept. 1, leaving unex
plored “the possible involvement
of others and related criminal ac
tivities.”

man and former chief justice of
the Texas Supreme Court, at the

Student Awards Meeting
National
MADISON, Wis. — Karleton L.
Armstrong, who pleaded guilty to
charges in the 1970 University of
Wisconsin bombing that killed a
physics researcher, was sentenced
Thursday to 23 years in prison.
“Long live the revolution,” the
bearded Armstrong shouted after
Circuit Court Judge William
Sachtjen sentenced him on a sec
ond-degree murder charge.
The 27-year-old former Univer
sity of Wisconsin student walked
out of the courtroom with his
right fist raised in salute. Sup
porters in the audience respond
ed, “Right on, Karl.”
Armstrong, who has been in
custody since his arrest in Canada
early last year, would be eligible
for parole in five years. He still
faces federal charges in connec
tion with the bombing, in which
physicist Robert Fassnacht, 33,
was killed.
TAMU engineering cooperative
students will meet Nov. 12 in
Room 102, Zachry Engineering
Center, for the fall Student
Awards meeting.
The meeting will recognize out
standing student contributions to
the co-op program, research pap
ers, and employer evaluation re
ports received by co-op officials
in the past year.
Texas Power and Light will
host a picnic following the awards
ceremony at Hensel Park. A firm
engaged in TAMU’s co-op pro
gram customarily makes a presen
tation on company activities to
students during the awards meet
ing, then sponsors a picnic follow
ing the formal activities.
Eleven Pilots Assigned
Eleven TAMU graduates re
cently donned Air Force wings
and went on flying assignment.
They are among more than 120
former TAMU students who join
ed Air Force pilot and navigator
ranks in the last 13 months.
The new pilots trained at La
redo, Webb, Reese and Laughlin
AFBs in Texas, Vance AFB Ok-
la., and Columbus AFB Miss. They
are now flying everything from
F-4s to bombers for the Tactical
Air Command, Military Airlift
Command, Air Training Command
and Strategic Air Command at
bases throughout the U. S.

gator-bombardier trained at Ma
ther AFB, Calif.
Physics Colloquium
Prof J. Ruvalds of the Univer
sity of Virginia will speak at a
physics colloquium at TAMU
Monday.
Prof. Ruvalds’ lecture on “Ex
citations in Quantum Liquids” is
scheduled for 4 p. m. Nov. 5 in
Room 146 of the TAMU Physics
Building.
Ruvalds, an associate professor
in the UV Department of Physics,
is known for his work on the final-
state interactions between the
“particles” of condensed matter.

special Watergate prosecutor,
Texas trial lawyer Leon Jaworski.
Nixon gave his personal assur
ance that he would not fire the
new special prosecutor as he did

UNITED NATIONS, N. Y. —
Nonaligned members of the U.N
Security Council sought Thursday
to break a Soviet-U. S. deadlock
on which countries should send
troops to join the U.N. Mideast
peacekeeping force, sources said.
After a private meeting of the
council was recessed, council in
formants said U. S. Ambassador
John Scali and Soviet Ambassa
dor Jacob A. Malik disagreed over
whether Eastern European coun
tries should contribute troops to
the force.
Earlier, A U. N. official saw
the possibility Thursday of a deal
over the weekend to put Eastern
European troops into the U. N.
buffer zone.

and simple. The new methods
would be more confusing to the
voter who might be misled by of
ficials concerning tax effects of
bond elections.
Amendment 9
Amendment 9, if passed, will
enable the legislature to exempt
non-profit water corporations
from property and equipment
taxes. Presently municipal water
suppliers have special tax exemp
tions but private water supply
companies, both profitable and
non-profit, do not.
Those favoring amendment 9
feel that for some to have to pay
more for their water merely be
cause they do not live in a mu
nicipality is fundamentally un
fair. In some cities water is sup
plied by both municipal and priv
ate companies. In such cases per
sons living in the same town may
have different rates for their wa
ter.
Opponents of amendment 9 say
this proposition is merely an un
necessary special interest exemp
tion. The revenue lost will have
to be made up by higher taxes for
everyone. Some feel if inequities
exist the municipal exemption
should be removed instead of new
exemptions added. Exemptions
create a false impression in the
taxpayers mind as to the price he
is paying for water. His water
bill might go down but the differ
ence would in part be made up
through increased taxes.
Some conservationists also op
pose amendment 9 and instead
favor the removal of the munici
pal plant tax exemption. They
reason that reductions in the price
of water encourages use of a re
source not being replenished as
fast as it is depleted.
