HE BATTALION Russia, U.S. Clash VIENNA, Austria — Blocs led by the United States and the Soviet Union clashed Tuesday at the opening session of the confer ence on reducing troops and weapons in Central Europe. East and West Germany, side by side around the green negoti ating table, were the main speak ers. Both were represented by ambassadors. Wolfgang Behrends of West Germany told the delegates they should take account of the “dis- parties and disequilibriums” be tween Eastern and Western forces. The Soviet Union and its allies have more men and tanks in the area than the Western powers, he noted. Moreover, he added, it is easier to bring reinforcements from the Soviet Union than from the United States should circum stances demand it. “These negotiations,” he said, “should therefore aim to ulti mately bring about, at a lower Wednesday, October 31, 1973 College Station, Texas Page 5 . For him, and for the Soviets, the aim is to keep the present relation ship in troops and weapons be tween the two sides. “This could be done,” he said, “by reducing forces and arma ments at an equal percentage or or an equal quantitative rate.” The United States and its allies want movement toward numer ical parity but diplomats saw room for bargaining between the two views. Over a million troops are in the area immediately concerned: Ger many, Poland, Czechoslovakia and the western part of the Soviet Union. According to reports from Washington, the first cuts sought by the West would affect fewer than 100,000, about 67,000 Soviets and 31,500 Americans. State AUSTIN — Sen. C. H. “Ike” Harris of Dallas will become the first Republican in more than a century to be governor of Texas — but it’ll only be for one day. The assistant presiding officer of the Senate traditionally is hon ored as governor for a day while the governor and lieutenant gov ernor are supposed to be out of state. The honor goes to the senator with the most seniority who has not already received the honor. Harris was elected in 1967. SAN ANTONIO — Harold Mc Gee, police chief of Texarkana, was elected Tuesday as president of the Texas Police Chiefs Asso ciation. Other newly elected officers in cluded Leon Powers, Greenville, first vice president; Joe Watson, Hurst, second vice president; Lloyd Matthews, Paris, third vice president, and William T. The stacking crews work around the clock in six hour shifts. A man on stack crew would then work six hours and be off for six hours until the bon fire is ignited. Much emphasis is put on indi vidual protection. “Juniors cut ting down trees are not to wear a glove on their left hand,” ex plained Lasley. “This is to make sure that the axe does not slip. Axe heads must also be soaked overnight in water to insure that the axe heads will not break and fly off.” Freshmen and sophomores must pad their shoulders with any type of shoulder pads, towels or foam rubber. Within the perimeter of the stacks everyone must wear a hard hat. “Bonfire is a big operation,” said Lasley. It takes a lot of thinking, leadership and work. Any time you talk about that much manpower, you talk about supplies and many hours of hard work. “It’s more than just a big pep rally when we are through . . . and I say pep rally facetiously.” DELICATESSEN-SNACK BAR BABY SWISS CHEESE COOKED CORNED BEEF IMPORTED CHEESE RUEBEN’S PASTRAMI RUEBEN'S "IT'S LEAN" DENMARK 01D WORLD FLAVOR" " LEAN t TENDER" GOLDEN RIPE BANANAS PILLSBURY STREUSEL SWIRL DESSERT CAKE 28V4 OZ.
