SG Proposes Student Attorney
The Student Government is pre
paring a proposal to institute a
student attorney by the begin
ning of next semester.
The proposal will call for a full
time attorney and legal secretary
with an office and law library to
be funded by the university.
A proposal was submitted to
the administration last year but
there were a few faults which
called for revision before it could
be approved.

as a memorial.
The MSC was originally built
and dedicated to honor those for
mer students of A&M who gave
their lives in defense of their
country.
“In the past, no hats and shoes
were part of the practice observed
in the MSC,” said Marsh. “Re
cently people started observing
the grass around the center as a
part of the memorial. It was
never formally designated as
such.”
Marsh continued to say that the
Rudder Tower and conference
complex were not a part of the
MSC and were not to be desig
nated as part of the memorial.
During the meeting a commit
tee was formed to examine the
possibility of allocating blood to
both countries in the Middle East
conflict from the Aggie Blood
Bank.

the allocation of the blood was
not to take sides, but just an act
to help people who need it.

Flynt agrees, “Students would
not know what questions to ask
in selecting an attorney.”
“The proposal must also include
what the students expect from the
attorney,” said Randy Ross, stu
dent body president. “Do we want
just a law counselor or a lawyer
with power to litigate?”
To solve the problems and ans
wer the questions raised by last
year’s proposal Flynt is research
ing other Texas universities with
student attorneys.
“Four Texas universities now
have student attorneys: Univer
sity of Texas, Texas Tech, Uni
versity of Houston and SMU,”
said Flynt.
“Texas has three attorneys with
,litigation powters. They handle
divorces and go to court for stu
dents.
“The lawyer at Tech cannot
litigate but he solves problems
by calling landlords and settling
cases out of court.

“SMU got their lawyer recent
ly,” added Flynt.
“We hope to have a new pro
posal ready by the end of Oct
ober, she said. “Right now I’m
trying to locate an office on cam
pus for the lawyer.”
She is also talking with law
yers in the community. “We don’t
want to give the impression that
our attorney will be sueing every
one in the community who stu
dents complain about.”
Ross feels that a student at
torney is a definite necessity.
“With the 18-year-old full rights
jamendment students can sign
their life away if they aren’t
careful.”
House Bill 83, passed this sum
mer in the Texas legislature
caused another complication with
the attorney proposal.
The bill prorated student ser
vice fees. State universities hesi
tant to commit money before the
effect of the bill on budgets could
be determined.

W. Cecil Steward, A&M archi
tecture faculty member since 1962,
will become Dean of Architecture
at the University of Nebraska.
Steward has been associate
dean of the College of Architec
ture and Environmental Design
since 1969. He taught at all levels
and has had extensive profes
sional experience.
Steward will become one of two
top administrators from Texas
A&M at Nebraska. Dr. Durward
B. Varner, of the Class of 1940,
is chancellor of the University
System. Steward, 39, will become
Nebraska’s first dean of archi
tecture.
The registered Texas architect
is a member of the American In
stitute of Architects, Texas So
ciety of Architects, Association of
Collegiate Schools of Architecture,
Phi Kappa Phi and Tau Sigma
Delta.

academic responsibilities. He de
signed school buildings in New
York City and New Haven, Conn.;
the stadium crowd-control and
color scheme for Kyle Field and

whom he was also an interior
planning consultant.
