AUSTIN—U.S. District Court
Judge Jack Roberts said Wednes
day that President Nixon’s im
poundment of funds allocated by
Congress for water pollution proj
ects was illegal.
Roberts ordered the U.S. Envi
ronmental Protection Agency to
revise its 1973 and 1974 budget to
give Texas and other states the
$11 million that Congress had in
tended they get. s
“This decision, if upheld, would
free monies urgently needed by
Texas municipalities to meet wa
ter pollution control standards and
to ensure the protection of the
health of this state’s citizens,”
said Texas Atty. Gen. John Hill.
AUSTIN—Two of the five se
ries of grade school reading ma
terials approved Wednesday by
the State Textbook committee
were among those that drew pro
tests at public hearings.
The committee adopted four se
ries on its first ballot, including
“Sound of Language,” published
by Holt, Rinehart and Winston,
which had been criticized by Mrs.
Mel Gabler of Longview.
One of Mrs. Gabler’s criticisms
was that some of the material is
“Sounds of Language is printed
backward, upside down or in a
circle.
The publisher responded to that
by saying the books teach that
type can move “in other ways.
They are helped to view these
nontraditional uses of type as puz
zles and adventures and not as
threats.”
AUSTIN—Dolph Briscoe issued
an executive order Wednesday
calling for an immediately inten
sive effort by the state to solve
the problems of Texas youths.
Briscoe’s oi'der created the In
teragency Task Force on Youth
Care and Rehabilitation.

WASHINGTON —The Cost of
Living Council is considering cre
ating an advisory board of gaso
line dealers to help ease its con
flict with retail gasoline stations
over Phase 4 price ceilings.
This was disclosed Tuesday by
a council spokesman, who said a
major purpose of the panel would
be to provide retailers with a
sounding board for their com
plaints.
Although the spokesman insist
ed a final decision on establishing
the board has not been made,

pany a court battle,” noted Rus

“Since Mr. Agnew has had the
courage to take this step we hope
that partisans in Congress will
confirm the President’s appoint
ment to the office without undue
delay,” Miller added.

Court will consider whether cable
television systems are subject to
copyright laws and whether strik

GUADALAJARA, Mexico —
Four gunmen broke into the home

representative in Guadalajara
Wednesday morning and kidnap
ed him, police said.
Police said they had no word
from the kidnapers, who wore
ski masks and carried subma
chine guns, nor did they have
any word on the fate of Dr. An
thony Duncan Williams, the Mex
ican-born honorary consul for
Britain in Guadalajara.
Williams, 47, was preparing to
leave his home when the gunmen
burst in at 8:30 a.m. He was to
attend a meeting between a Brit
ish commercial delegation and Ja
lisco State Gov. Alberto Orozco

The prosecutor said Matz made
no more illegal payments to Ag
new until after he became vice
president, when Matz figured
what he considered to be his over
due bill and delivered $10,000 to
Agnew in payment for other state
work granted the Matz firm in the
last half of 1968.
The prosecutor said Matz made
several subsequent payments to
Agnew including $2,500 in return
for a General Services Admini
stration contract to a small engi
neering company which Matz
partly owned.
The Justice Department said
Hammerman and Green entered
into a formal agreement to coop
erate in the investigation and to
plead guilty to violating a felony
provision of the Internal Revenue
Code. It said they face a maxi
mum sentence of three years. The
agreement said their cooperation
would be brought to the attention
of the sentencing court.
The government said Matz and
Wolff cooperated in the investi
gation but did not enter into any
agreement except to receive as
surances that their own disclo
sures would not be used aaginst
them.
