    Elliott Refuses Payment
For Mistaken Identities
HOUSTON UP) — County
Judge Bill Elliott said Tuesday
no public funds will be author
ized to pay for costs resulting
from the mistaken identity of
four mass murder victims until it
is determined who was at fault.
The four were among the 27
victims of a homosexual-murder
case that broke Aug. 8 when El
mer Wayne Henley, 17, told po- \
lice he had shot and killed Dean
Corll, 33. Henley and a co-de
fendant, David Owen Brooks, 18,
later told police Corll was the
mastermind of the three-year
procurement - torture - murder
scheme.
Bodies of two youths believed
to have been brothers, Jerry
Lynn Waldrop, 13, and Donald
Waldrop, 15, were buried Aug.
18 near Atlanta, Ga., after hav
ing been discovered in a boat
stall Corll rented in southwest
Houston.
Dr. Joseph Jachimczyk, Har
ris County medical examiner, an
nounced Friday, however, that
the bodies buried in Atlanta ac
tually were those of David Hil-
ligiest, 13, and Gregory Malley
Winkle, 16, both of Houston. He
said the bodies of the Waldrop
brothers still were in the county
morgue.
Of the 18 bodies identified so
far, 15 resided in or formerly re
sided in Houston's Heights area.
Another of the identified resided
in southwest Houston but at
tended a driving school where
Henley also was enrolled.
The Waldrop brothers resided
in the Heights when they disap
peared in January 1971. The Hil-
ligiest and Winkle boys also re
sided in the Heights.
Jachimczyk blamed the identi
fication mixup on information
provided by Everett Waldrop, fa
ther of the two brothers.
“Mr. Waldrop drove here from
Atlanta,” Jachimczyk said. “He

ices will hold a meeting tonight
at 7:30 in room 225 of the Me
morial Student Center.
According to Shahid Hosan,
TAMSS chairman, the organiza
tion has decided to do away with
its policy of letting students tu
tor for only one year. Subse
quently, all of last year’s tutors
are asked to attend the meeting
in order to pick up their Honor
Student Tutors Card.
Also included in the agenda
will be the selection of dorm
and campus section representa
tives. Those students attending
the meeting will be asked to sup
ply a trial schedule of hours and
days they will be free to tutor.
Tutoring sessions are run by
members of Phi Eta Sigma and
Alpha Lambda, freshman honor
societies. Registration for stu
dents desiring assistance with
courses will be held on Tuesday,
Wednesday and Thursday in the
MSC and the library.

description. We released them
to him on that description.”
Waldrop claims the wrong
bodies were sent to Georgia and
that he did not mistakenly iden
tify the bodies.
Jachimczyk said he personally
believes “we should help pay the
costs” of disinterment and ship
ment of the bodies back to Hous
ton but that he is not certain
where the money would come
from.
The four other members of the
Harris County Commissioners
Court headed by Elliott indicated
agreement with Elliott.
“If it was not the fault of the
county, the county is under no
obligation to pay,” said commis
sioner Tom Bass.
Commissioners Jamie Bray and
Bob Eckels said possible use of
county funds is a matter to be
decided by County Atty. Joe Res-
weber.
“I’d go along with the attor
ney either way,” Eckels said. “If
the court could decide as it
wished, I would be worried about
what precedent we might set. I
would not want to pay unless
Modern Dance
Club Organizes
On Campus
A modem dance club will or
ganize Thursday at Texas A&M.
The 6:30 p.m. meeting will be
in the third floor gym of G. Rol-
lie White Coliseum, announced
John Steele.
Steele and eight other students
are helping get the organization
under way. He said the group
has programs tentatively set for
fall semester in productions that
require dancers.
Kay Don, instructor in the
Health and Physical Education
Department, sponsors the club.
Steele is an education senior of
Refugio who played and danced
in the Amarillo amphitheater pro
duction “Texas” during the sum
mer. He works with the Aggie
Players.
He said the Thursday meeting
will enable interested students to
elect club officers and draw by
laws based on what the organiza
tion wants to do. Information is
available at the Required Physi
cal Education Office, 845-5924.
Reception for
Retired Dean
To Be Held
An informal reception will be
held for retired Dean of Students
James P. Hannigan at 3 p.m.
Thursday in Room 228 of the
Memorial Student Center.
The get-together will be spon
sored by the Student Government
with the aid of the Alpha Zeta
Chapter of Cwens.
“The reception is for the bene
fit of students who have worked
with Dean Hannigan in the past
and who wish to congratulate
him on his retirement,” said
Randy Ross, student body presi
dent, “and all students are in
vited to attend.”

and Resweber talked informally
about the situation Monday but
Resweber said no advice was giv

“And I’m not going to give any
opinion on whether Dr. Jachi
mczyk or anyone else was at
fault,” Resweber said. “That calls
for a determination of fact, and
my job is to answer questions
about the law. So far as I know,
the county is not empowered to
give tax money away.”
A&M Program
Boosted by
EPA Grant
A training program at A&M
received a boost with a grant
from the Environmental Protec
tion Agency, announced Cong.
Olin E. (Tiger) Teague.
The program, which trains
graduate students in waste wa
ter treatment and aquatic sys
tems management, is offered by
the Environmental Engineering
Division of the Civil Engineering
Department.
Directed by Dr. Roy Hann Jr.,
the program has been funded for
more than eight years by EPA
and previously by the Federal
Water Pollution Control Admin
istration and the Public Health
Service.
The training program is de
signed to prepare scientists and
engineers for active roles in the
water pollution control field
through a system of academic
course work and research devel
opment.
More than 60 graduate stu
dents have been supported
through the program. Grants to
tal more than $500,000 since
initial funding was awarded in
September, 1964.
The program, administered by
the Texas Engineering Experi
ment Station, received $46,000 in
additional funds for operation
through the 1973-74 academic
year. Nine graduate students
will have support from the pro
gram in the coming year.
