Law Enforcement Grants Approve
AUSTIN — Six grants to state
agencies for improving law en
forcement and crime prevention
were among those approved last
week by Governor Dolph Briscoe.
The money will come from the
Criminal Justice Council, which
administers the state’s block
grant from the Law Enforcement
Assistance Administration under
the Omnibus Crime Control Act.
The Department of Public
Safety will be the recipient of
most of the money. DPS was
awarded $710,321 to continue de
velopment of the Texas Crime In
formation Center, which serves
as a link for the state’s law en
forcement agencies with the FBI's
National Crime Information Cen-
A second award to DPS, $265,-
788, will be used to continue op
eration and development of an
improved law enforcement tele
type control system. High-speed
control and terminal equipment
will be purchased to service more
efficiently an increased message
volume.
Draft Registration
Still Required
Selective Service Director By
ron V. Pepitone today reminded
the nation’s young men that even
though there is no draft, they
still are required to register with
Selective Service at the time of
their 18th birthday.
“I am concerned that many of
our young men may fail to regis
ter when they reach 18 years of
age because they are unaware of
their responsibilities to Selective
Service,” Mr. Pepitone said. It
would be unfortunate if a young
man should break the law be
cause the proper information has
not been made available to him,”
he added.
Failure to register is a viola
tion of the law, Mr. Pepitone em
phasized, and could result in
prosecution by the Department
of Justice.
The President’s authority to
induct men into the service ex
pired on July 1. The Administra
tion does not plan to seek an ex
tension of this authority, and the
Defense Department is relying on

Joins DPC
Dr. Paul E. Pulley, a 17-year
veteran of computer science and
engineering, has joined the scien
tific applications branch of
A&M’s Data Processing Center.
In announcing Dr. Pulley’s
appointment, Dr. Dick B. Sim
mons, DPS director, said Dr.
Pulley would join Jim Moore in
providing consultation for uni
versity faculty, research staff
and graduate students having
problems involving use of the
DPC.
Dr. Pulley’s background in
cludes statistics, mathematics,
physics, computer science and
medicine.

“A very important point that
has been missed in most report
ing on the cessation of induc
tions is the fact that the Military
Selective Service Act remains in
force,” Mr. Pepitone said. “The
Act states that all young men
hav a continuing legal obligation
to register with Selective Service
at age 18. They have 60 days to
do this, beginning 30 days be
fore their 18th birthday. Men
not registering within that per
iod may be considered as vio
lators.
“I would urge the parents and
friends of all young men who
reach 18 to remind them of their
legal responsibility to register
with Selective Service,” Mr. Pepi
tone said. “They should regis
ter at the nearest local board or
with a registrar for the Selec
tive Service System who resides
in the young man’s community.”
The Selective Service System
currently is undergoing a re
organization as it moves into a
standby system of operation. The
number of local board adminis
trative sites is being reduced to
925 nationwide from a total of
2,700 which were in existence in
December, 1972.
The Board of Pardons and Pa
roles was awarded $93,455 for a
computerized data management
system. The system is designed
to enable the board to cope with
an increased work load resulting
from recent court decisions and
from increases in both the num
ber of parolees and the number
of prison inmates that must be
considered for parole.
A $37,500 grant to the Texas
Rehabilitation Commission will
continue support of a vocational
rehabilitation project for juve
nile offenders and predelinquents
in El Paso. Grantee will pro
vide a $12,500 cash match. Serv
ices will be made available to
youths referred by El Paso Coun
ty Juvenile Probation Depart
ment and El Paso Independent
School District.
