New Open Meetings Law
Passes In Texas House

AUSTIN UP) — Despite warn
ings that it might be unconstitu
tional, the Texas House passed
and sent to the Senate Tuesday
a bill broadening and toughening
the 1967 open meetings law.
The vote was 132-13.
"I’m for: reform, but not for
coming down here and passing a
nullity, a law that will make all
of you look silly when a federal
court holds it unconstitutional,”
said Rep. Bill Hollowell of Grand
Saline.
Hollowell contended that the
bill violates the right of free
speech because it prohibits a
quorum of a government body—
such as a city council—from meet
ing even informally and discuss
ing public questions in private.
A quorum would consist of a
majority of the body.
"You are saying to school
boards and city councils, and most
of them in rural areas have five
members, that if three of you
have coffee together and talk
about public policy you can be
sent to jail for six months,” he
said . . ..“People who are render
ing great public service are being
humiliated by this act.”
Rep. Carl Parker of Port Ar
thur, sponsor of the measure,
said the bill would usher in an
age of greater openness by state
and local governments by plug
ging loopholes in the largely un
enforced 1967 law.
"This bill is for the folks who
want to take an interest in their
government ... It is for the little
old ladies in tennis shoes who
want to go sit in on the county
commissioners court,” he said.
In other action, the House ten
tatively approved on a non-record
vote a bill extending for six
months the life of the Governor’s
Committee on Human Relations,
which is scheduled to expire Feb.
1. The measure, by Rep. Carlos
Truan of Corpus Christi, carries
a $36,000 appropriation. Final ac
tion is expected Wednesday after
noon. That would send it on to the
Senate.
A&M Granted FA A Contract
To Study Stalls And Spins

of A&M’s Flight Mechanics Lab
oratory and assistant professor of
Aerospace Engineering, has been
granted a contract by the Fed
eral Aviation Administration to
continue research in stall and spin
prevention in general aviation
aircraft.
Chevalier’s research has pro
duced a stall preventative device
for small single-engine aircraft
that is independent of the aircraft
control system and pilot reaction.
The system, unlike stall warn
ing devices now incorporated on
most aircraft, prevents the air
craft from entering a stall situ-
Legalized Possession Of Marijuana
Proposed By Houston Representative
AUSTIN <A>)—Rep. Ron Waters
of Houston introduced a bill Tues
day allowing persons over 18 to
possess marijuana.
The bill Was referred by House
Speaker Price Daniel Jr. to the
House Criminal Jurisprudence
Committee.
Waters’ bill would make it a
misdemeanor, with a $200 fine
the maximum recently, for a per
son under 18 to possess mari
juana. It also would be a mis
demeanor, with a $100 fine, to
possess more than three ounces in
a public place or to smoke it in
a public area.
Sale of marijuana or possession
for sale would be a felony, with
a maximum punishment of three
years in prison and a $2,000 fine.
The same penalties would apply
if a person gave marijuana to a
person under 18 and the giver
was three years older than the
recipient.
Persons now serving prison
sentences for marijuana violations
could petition the sentencing
court to be resentenced.
“I have concluded that the pub
lic order is not served by the
hypocrisy of the present mari
juana laws, which has created a
disrespect for the law, and re
sulted in defining as criminal the
behavior of the 24 million Ameri
cans who have used marijuana,”
Waters said in a statement.

the leading edge of the wing that
senses attitude changes. A motor
relay activates a control motor
which in turn positions spoilers
on the horizontal tail surface to
prevent airplane stall.
"This system,” Chevalier said,
“is not a warning device or ‘stick
pusher.’ A warning device sig
nals the pilot that his aircraft
is either in or approaching stall
condition. A stick pusher reposi
tions the control yoke, inhibiting
the pilot’s longitudinal control of
the aircraft.
"Our system simply does not
allow the aircraft to enter stall
condition. It does not interfere
with the polit’s control of the air
plane and it allows for maximum
maneuverability of the aircraft,”
he continued.
Chevalier said the stall preven
tion system developed at A&M
is more effective than any stall
preventive device in use today.
He said it can be utilized on all
small aircraft now in the service.
It can also be incorporated in the
manufacturing procedure for such
aircraft without changing aircraft
design.
The FAA is keenly interested in
stall prevention, and a recent re
port by the National Transporta
tion Board states that stall spin
accidents have historically ac
counted for more fatalities and
serious injuries in general avi
ation than any other type of ac
cident.

called “Paranoid.”
